7.4  A escalada USA/NATO na Europa

O ano 2014, para Washington e para a sua Aliança transatlântica, arrisca-se a ser um ano negro, sobretudo em dois cenários: Uma Europa sem guerra onde, não obstante a expansão da NATO para Leste,  as ligações económicas e políticas entre a União Europeia e a Rússia estão a reforçar-se e, onde quase todos os aliados estão relutantes em aumentar a despesa militar ao nível requerido pelo Pentágono; um Médio Oriente onde a guerra USA/NATO está a falhar na Síria e o Iraque está a distanciar-se dos USA e a aproximar-se da China e da Rússia, cuja aliança é sempre temida pela Casa Branca. Washington é avisado, cada vez com mais urgência, da necessidade de encontrar uma «nova missão» para a NATO. Ela é encontrada pontualmente.

O putsch da Praça Maidan, preparado desde há muito pelo treino de forças neonazis ucranianas, leva a Europa a uma situação análoga à da guerra fria, provocando um novo confronto com a Rússia. A ofensiva do ISIS, preparada com o financiamento e armamento de grupos islâmicos (alguns dos quais eram designados antes como terroristas) acabada a guerra contra a Jugoslávia e a guerra contra a Líbia, permite às forças USA/NATO intervirem no Médio Oriente para destruir, não o ISIS, mas a Síria e para reocupar o Iraque.
A «nova missão» da NATO é oficializada na Cimeira de Setembro de 2014, no País de Gales,  lançando o «Readiniess Action Plan», cujo objectivo oficial é de «responder, rápida e firmemente, aos novos desafios à segurança», atribuídos à «agressão militar da Rússia contra a Ucrânia» e ao «aumento do extremismo e dos conflitos sectários no Médio Oriente e no Norte de África». O plano é definido pelo Secretário Geral da NATO, Jens Stoltenberg,  como «o maior reforço da nossa defesa colectiva desde o fim da guerra fria».

Em apenas três meses, a NATO quadriplica os caça-bombardeiros, duplica a capacidade convencional e nuclear, implantada na região báltica (antes parte da URSS); envia radares aéreos AWACS para a Europa Oriental e aumenta o número dos navios de guerra no Mar Báltico, Mar Negro e no Mediterrâneo; instala na Polónia, Estónia, Letónia e Lituânia forças terrestres americanas, britânicas e alemãs; intensifica os exercícios conjuntos na Polónia e nos Países Bálticos, aumentando-os para mais de 200.

A partir desse momento, a pressão USA/NATO sobre a Rússia cresce em progressão geométrica.Em quatro anos, de 2014 a 2018, os EUA gastam 10 biliões de dólares na «Iniciativa de Segurança da Europa» (ERI), cujo objectivo oficial é «aumentar a nossa capacidade de defender a Europa contra a agressão russa». Quase metade da despesa serve para potenciar o «pré-posicionamento estratégico» USA na Europa, ou seja, os depósitos de armamento que, colocados em posição avançada, permitem «uma rápida deslocação das forças armadas no teatro bélico». Outra grande parte é destinada a «aumentar a presença, com base rotativa, das forças americanas em toda a Europa». As porções restantes servem para o desenvolvimento das infra-estruturas das bases na Europa para «aumentar a prontidão da acção USA», à potencialização dos exercícios militares e ao treino para «aumentar a prontidão e a capacidade de interacção das forças da NATO».

Os fundos da ERI – esclarece o Comando Europeu dos Estados Unidos - são apenas uma parte dos que estão destinados à «Operação Atlantic Resolve, que demonstra a capacidade USA de responder às ameaças contra os aliados». No âmbito dessas operações, é transferida de Fort Carson (Colorado), para a Polónia,em Janeiro de 2017, a 3ª Brigada couraçada, composta de 3.500 homens, 87 tanques, 18 obuseiros de auto-lançamento, 144 veículos de combate Bradley, mais 400 Humvees (Veículos Automóveis Multifunções de Alta Mobilidade)  e 2.000 veículos de transporte. A 3ª Brigada couraçada será substituída a seguir por outra unidade, assim as forças couraçadas americanas são permanentemente deslocadas no território polaco. Os seus departamentos são transferidos, para treinos e exercícios, para outros países de Leste, sobretudo para a Estónia, Letónia, Lituânia, Bulgária, Roménia e mesmo Ucrânia, ou seja, são continuamente deslocados à volta da Rússia.

Sempre no contexto de tais operações, é transferida para a base de Illesheim (na Alemanha) de Fort Drum (em New York), a 10ª Brigada Aére de Combate, com mais de 2.000 homens e uma centena de helicópteros de guerra. De Illesheim, duas 'task force' são enviadas  para «posições avançadas» na Polónia, Roménia e Letónia. Nas bases de Ämari (Estónia) e Graf Ignatievo (Bulgária), são distribuídos caça-bombardeiros USA e NATO, compreendendo Eurofighter italianos, para o «patrulhamento aéreo» do Báltico. A operação prevê, também, «uma presença continuada no Mar Negro», na base aérea de Kogalniceanu (Roménia) e na de treino de Novo Selo (Bulgária).

O General Curtis Scaparrotti, Chefe do Comando Europeu dos EUA e, ao mesmo tempo, Comandante Supremo Aliado na Europa, assegura que «as nossas forças estão preparadas e posicionadas para barrar a agressão russa». Um contingente USA é posicionado na Polónia oriental, no designado «Suwalki Gap», um trecho de terreno plano com cerca de cem quilómetros de comprimento que, avisa a NATO, «seria uma passagem perfeita para os tanques russos». É, assim, desenterrado o armamento da propaganda da velha guerra fria:  o dos tanques russos prontos para invadirem a Europa. Agitando o fantasma de uma ameaça do Leste, que não existe, chegam de facto à Europa os tanques dos Estados Unidos.

O plano é claro. Depois de ter provocado com o putsch da Praça Maidan, um novo confronto com a Rússia, Washington (não obstante a mudança de Administração do Presidente Obama pela do Presidente Trump) segue a mesma estratégia: transformar a Europa na primeira linha de uma nova guerra fria, com vantagem para os interesses dos Estados Unidos e para as suas relações de forças com as maiores potências europeias.

Na instalação no flanco oriental – compreendendo forças couraçadas, caça-bombardeiros, navios de guerra e unidades de mísseis nucleares – participam as potências europeias da NATO, como demonstra o envio de tropas francesas e de tanques britânicos para a Estónia. Fala-se, neste período, de um «exército» europeu, mas no encontro dos Ministros de Defesa da União Europeia, em Abril de 2017, em Malta, o Secretário Geral da NATO, Stoltenberg, esclarece em que termos: «Ficou claramente estabelecido, da parte da União Europeia, que o seu objectivo não é constituir um novo exército europeu ou estrutura de comando em competição com a NATO, mas algo que seja complementar ao que a NATO faz».

O Art. 42 do Tratado da União Europeia estabelece que «a política da União respeita as obrigações de alguns Estados membros, os quais consideram que a sua defesa comum se realiza através da Organização do Tratado do Atlântico Norte». Visto que são membros da Aliança, 22 dos 28 países da União Europeia (21 em 27 com a saída da Grã Bretanha da UE), torna-se evidente o predomínio da NATO. Para evitar equívocos, o protocolo nr. 10 sobre a cooperação instituída pelo art. 42 sublinha que a NATO «permanece o fundamento da defesa colectiva» da União Europeia, e que «um desempenho mais forte da União em matéria de segurança e defesa, contribuirá para a vitalidade de uma Aliança Atlântica renovada». O bastão do comando permanece, portanto, do Comandante Supremo Aliado na Europa, um general americano nomeado pelo Presidente dos Estados Unidos.

Para reforçar mais ainda, a sua influência na Europa, os Estados Unidos promovem a «Iniciativa dos três Mares», que é lançada em Julho de 2017, na ocasião da visita do Presidente Trump a Varsóvia. A Polónia, definida pela Casa Branca como um país «fiel aliado NATO e um dos mais intímos amigos da América» é a ponta de lança da estratégia USA/NATO que arrastou a Europa para uma nova guerra fria com a Rússia. Aos olhos de Washington, ela tem todas as características para assumir outra tarefa exigente, a de orientar a «Iniciativa Três Mares», um novo projecto que reúne 12 países compreendidos entre o Mar Báltico, o Mar Negro e o Mar Adriático: Polónia, Lituânia, Letónia, Estónia, Hungria, República Checa, Austria, Bulgária, Roménia, Croácia, Eslováquia e Eslovénia. Estes países são membros da União Europeia e ao mesmo tempo, todos eles, excepto a Austria, são membros da NATO sob comando USA, mais ligados a Washington do que a Bruxelas. O objectivo oficial do novo projecto é «ligar as economias e as infra-estruturas da Europa Central e Oriental, de Norte a Sul, alargando a cooperação nos sectores da energia, dos transportes, das comunicações digitais e da economia, em geral, para tornar a Europa Central e Oriental mais segura e competitiva». Os EUA pensam isso. No seu discurso na Conferência dos Três Mares, o Presidente Trump «concentra-se no desenvolvimento das infra-estruturas e na segurança energética, evidenciando, entre outras, as primeiras expedições do LNG (gás natural liquefeito) americano para a Polónia.». Um terminal no porto báltico de Swinoujscie, custando cerca de um bilião de dólares, permite à Polónia importar LNG americano na medida inicial de 5 biliões de metros cúbicos/ano. Através deste e de outros terminais, entre os quais um projectado na Croácia, o gás proveniente dos USA ou de outros países através de companhias americanas, será distribuído através de gasodutos especiais para toda a «região dos Três Mares». O objectivo do plano é claro: atacar a Rússia, fazendo diminuir a sua exportação de gás na Europa (objectivo realizável apenas se a exportação do gás USA, mais cara do que o russo, for incentivada com fortes subsídios estatais) ligar ainda mais aos EUA, a Europa Central e Oriental, não só militarmente, mas também economicamente, em concorrência com a Alemanha e outras potências europeias. Assim, o objectivo do plano, é criar dentro da Europa, uma macro região (a dos Três Mares) de soberania limitada, directamente sob a influência USA, que acabe, de facto, com a União Europeia e se alargue à Ucrânia e mais além.
