The second report of a Russian scientist being charged with state treason came out Monday.

The Moscow Times reported the following:

A second Russian scientist has reportedly been charged with sharing state secrets with another country this month, a week after the high-profile detention of a space researcher on treason charges.

Last week, Viktor Kudryavtsev, a scientist at one of Russia’s leading space research labs, was charged with state treason for a suspected leak of hypersonic missile technology to a NATO country in 2013.

A member of the Public Monitoring Committee (PMC) prison watchdog said last Friday that a second scientist was found to have been detained on treason charges in July, despite prison wards having previously assured observers that only one scientist was being held.

Alexei Temiryov, 64, was detained on July 18 and placed under arrest for allegedly leaking secret documentation to Vietnam, his lawyer, Anna Polozova, was quoted as saying by the RBC news website Sunday.

His lawyer said that the information her client is accused of leaking was not classified.

“All of it is in the public record, it’s in every textbook in every library,” she told RBC.

The English language article says very little about this, but the other prominent Russian news agencies – Sputnik, RT and TASS say nothing about the second scientist’s situation at all at the present time.

It should further be noted that the Moscow Times is really a Western news site, and although it is fairly popular among English-speaking Russians, it offers an editorial “slant” that is distinctly critical of the Russian government and presumably the state owned media outlets listed earlier.

The White House is walking back another statement from President Trump about Russia and U.S. intelligence. It began in Helsinki on Monday, when at his press conference with Vladimir Putin, Trump did not endorse the claim that Russia meddled in the 2016 election. After an outcry that played out mostly on cable news, Trump appeared to retract that view one day later. But then on Wednesday, Trump was asked if he believes Russia is now targeting the U.S. ahead of the midterms.

DONALD TRUMP: [Thank] you all very much. Appreciate it. Thank you. Thank you.

REPORTER: Is Russia still targeting the U.S. [inaudible]. No, you don’t believe that to be the case?

DONALD TRUMP: Thank you very much, everyone. We’re doing very well. We are doing very well, and we’re doing very well, probably as well as anybody has ever done with Russia. And there’s been no president ever as tough as I have been on Russia. All you have to do is look at the numbers, look at what we’ve done, look at sanctions, look at ambassadors. Not there. Look, unfortunately, at what happened in Syria recently. I think President Putin knows that better than anybody. Certainly a lot better than the media.

While Trump is demanding that NATO allies pay “their fair share”, many supporters of the old order are frantically trying to save the sinking ship. Among them, McCain tops the list.  He is terrified that what is left of the post war world that he grew up in, fought in, and politically served in will pass away.

A bipartisan group of US senators may have found a way to prohibit President Donald Trump from leaving NATO without Senate approval.

According to a new bill introduced by a number of senators, including Senate Armed Services Committee Chairman John McCain (R-Ariz.), the president of the United States will require the support of two-thirds of the Senate to modify or terminate US membership in the North Atlantic Alliance.

Under Article II, Section 2 of the Constitution, the US president “shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur.”

“Just as it was required to join NATO, Senate approval should be required before this President – or any US President – can withdraw,” Senator Tim Kaine, who is a member of the Senate Armed Service and Foreign Relations committees, said in a statement.

U.S. Secretary of State Mike Pompeo announced on Monday a plan to spend $113 million on infrastructure, energy, and technology in the ‘Indo-Pacific’ region in a speech to the U.S. Chamber of Commerce. The plan comes about at a time when China is perceived as a threat to America’s trade hegemony, while a burgeoning trade war between China and the US is waging, and when Beijing is investing large amounts of capital and diplomatic influence to eminently position itself.

WASHINGTON (Reuters) – Building on President Donald Trump’s “Indo-Pacific” strategy, U.S. Secretary of State Mike Pompeo on Monday announced $113 million in new regional investments focused on technology, energy and infrastructure.

Agora que já passou pouco mais de uma semana desde o muito aguardado encontro de cúpula Putin-Trump em Helsinki, tive tempo para ler muitas das reações e comentários que o encontro gerou. Estou chegando à conclusão paradoxal de que aquele encontro foi ao mesmo tempo um não evento e um momento histórico de vastíssima importância. Examinemos o evento propriamente dito; depois, as consequências.

O encontro propriamente dito: não evento muito necessário

Primeiro, é preciso comemorar que Putin e Trump tenham-se falado, nem tanto por o fato em si ser excelente, mas porque se cria situação imensamente perigosa quando os líderes de duas superpotências militares (e nucleares) não falam um com o outro. Ao longo dos últimos alguns anos, quase todos os contatos entre funcionários russos e norte-americanos foram rompidos unilateralmente – todos pelos norte-americanos, claro. A única exceção a esse silêncio quase total foram os contatos sempre ativos entre funcionários de segurança/inteligência e militares dos dois lados, o que é muito bom. Contudo, tampouco é suficiente, porque ninguém espera que nem militares nem funcionários de segurança/inteligência façam política e, portanto, quando só esses agentes conversam, duas coisas acontecem: ou (a) militares e agentes de segurança/inteligência são severamente limitados na autoridade que tenham para tomar decisões ou (b) militares e agentes de segurança/inteligência são forçados a tomar o assunto em suas próprias mãos e põem-se a fazer política, mesmo sem ter autoridade para isso.

Perdendo a Supremacia Militar: Miopia do Planejamento Estratégico dos EUA

MARTYANOV, Andrei. Losing Military Supremacy: The Myopia of American Strategic Planning, [Perdendo a Supremacia Militar: a Miopia do Planejamento Estratégico nos EUA].

O fato de os EUA enfrentarem profunda crise, possivelmente a pior de sua história, já é aceito pela maioria dos observadores, exceto talvez os mais iludidos. Muitos norte-americanos sabem, sim, disso. De fato, se há alguma coisa com a qual concordam os que apoiaram Trump e os que o odeiam apaixonadamente, será que a eleição dele é prova clara de crise profunda (eu acrescentaria que a eleição de Obama, antes, também teve, como uma das principais causas, a mesmíssima crise sistêmica). 

Quando falam dessa crise, muita gente mencionará a desindustrialização, a queda na renda real, a falta de empregos bem remunerados, de serviços de saúde, o aumento no número de crimes, a imigração, a poluição, a educação e muitos outros fatores que contribuem. Mas de todos os aspectos do "sonho americano", o que resiste há mais tempo é o mito que reza que os militares norte-americanos seriam "a melhor força de combate de toda a história".

Nesse seu novo livro, Andrei Martyanov não apenas desbanca esse mito como, além disso, explica passo a passa a via pela qual o mito foi criado e por que, agora, está colapsando. Não é feito corriqueiro, especialmente num livro relativamente curto (225 páginas), muito bem escrito e acessível a todos, não só aos especialistas militares.

Martyanov constrói abordagem sistemática, passo a passo: primeiro, define poder militar; depois, explica de onde veio o mito da superioridade militar dos EUA e como a operação de reescrever a história da 2ª Guerra Mundial pelos olhos dos EUA resultou em completa confusão e incontáveis erros, especialmente nos altos escalões políticos, sobre a natureza da guerra moderna. Na sequência, discute o papel que a ideologia e a Guerra Fria desempenharam no processo de afastar da realidade, ainda mais, os líderes norte-americanos. Por fim, demonstra como uma mistura de narcisismo delirante e corrupção desenfreada resultou em militares norte-americanos capazes de queimar somas fenomenais de dinheiro na "defesa", ao mesmo tempo em que também resultou em força militar incapaz de vencer guerra alguma, seja qual for, a menos que o inimigo seja fraco e completamente sem qualquer defesa.

Depois de Medvedev ter sido renomeado para o mesmo posto e com ele todo seu governo, apenas levemente recauchutado, a opinião pública na Rússia e em todo o mundo dividiu-se sobre se aí haveria bom sinal de continuidade e unidade na liderança russa, ou se seria confirmação de que, sim, haveria uma 5ª coluna dentro do Kremlin que, ao mesmo tempo em que impõe ao povo russo políticas neoliberais e pró-ocidente, trabalha contra o presidente Putin. Hoje quero dar uma olhada rápida no que está acontecendo, porque creio que a política exterior russa continua controlada predominantemente pelo que chamo de "Eurasianos Soberanistas", e porque, para detectar as atividades dos "Integracionistas Atlanticistas", é preciso examinar o que está acontecendo dentro da Rússia.

5ª coluna russa e suas operações típicas 

Primeiro, quero partilhar um vídeo curto, traduzido pela Comunidade Saker, de um dos analistas russos mais astutos, Ruslan Ostashko, no qual ele se pergunta como é possível que uma estação de rádio doentia e perversamente pró-ocidente e anti-Putin, a "Ekho Moskvy" [Eco de Moscou], consiga não só atropelar toda a legislação russa normal mas, além disso, receba dinheiro da gigante estatal russa Gazprom, na qual o estado russo detém a maioria acionária. "Eco de Moscou" também é tão pró-sionistas israelenses que recebeu o apelido de "Ekho Matsy" [Eco do (tradicional pão sem fermento dos judeus) Matzo"]. Desnecessário dizer que a rádio recebe inabalável e total apoio da Embaixada dos EUA. Não seria exagero dizer que Eco de Moscou serve como incubadora para jornalistas neoliberais pró-ocidente russofóbicos, e que a maioria deles, hoje ativos na mídia-empresa russa, receberam treinamento ativo nesse veículo de propaganda. 

Apesar disso ou, melhor dizendo, exatamente por isso, a rádio Eco de Moscou vive já há algum tempo à beira da falência, mas, aconteça o que acontecer – sempre sobrevive, pelo menos até agora. Ouçam as explicações de Ostashko (clique em CC, para legendas em inglês).

Interessante, não? A gigante estatal russa Gazprom fazendo de tudo para manter a rádio Eco de Moscou ativa e acima de qualquer lei... Verdade é que a Gazprom financia a propaganda anti-Rússia pela rádio Eco de Moscou há anos!
