Strangelove redux: US experts propose having AI control nuclear weapons

Hypersonic missiles, stealthy cruise missiles, and weaponized artificial intelligence have so reduced the amount of time that decision makers in the United States would theoretically have to respond to a nuclear attack that, two military experts say, it’s time for a new US nuclear command, control, and communications system. Their solution? Give artificial intelligence control over the launch button.
In an article in War on the Rocks titled, ominously, “America Needs a ‘Dead Hand,’” US deterrence experts Adam Lowther and Curtis McGiffin propose a nuclear command, control, and communications setup with some eerie similarities to the Soviet system referenced in the title to their piece. The Dead Hand was a semiautomated system developed to launch the Soviet Union’s nuclear arsenal under certain conditions, including, particularly, the loss of national leaders who could do so on their own. Given the increasing time pressure Lowther and McGiffin say US nuclear decision makers are under, “[I]t may be necessary to develop a system based on artificial intelligence, with predetermined response decisions, that detects, decides, and directs strategic forces with such speed that the attack-time compression challenge does not place the United States in an impossible position.”

There could be no more consequential decision than launching atomic weapons and possibly triggering a nuclear holocaust.
President John F. Kennedy faced just such a moment during the Cuban Missile Crisis of 1962 and, after envisioning the catastrophic outcome of a U.S.-Soviet nuclear exchange, he came to the conclusion that the atomic powers should impose tough barriers on the precipitous use of such weaponry. Among the measures he and other global leaders adopted were guidelines requiring that senior officials, not just military personnel, have a role in any nuclear-launch decision.
That was then, of course, and this is now. And what a now it is!
With artificial intelligence, or AI, soon to play an ever-increasing role in military affairs, as in virtually everything else in our lives, the role of humans, even in nuclear decision-making, is likely to be progressively diminished. In fact, in some future AI-saturated world, it could disappear entirely, leaving machines to determine humanity’s fate.
This isn’t idle conjecture based on science fiction movies or dystopian novels. It’s all too real, all too here and now, or at least here and soon to be.

A sua máquina militar está em movimento e, como disse, aproxima-se da nossa fronteira.

Porque é que isto está a acontecer? De onde veio esta forma insolente de falar que atinge o máximo do seu excepcionalismo, infalibilidade e permissividade? Qual é a explicação para esta atitude de desprezo e desdém pelos nossos interesses e exigências absolutamente legítimas?
