Presidente da Rússia Vladimir Putin: Cidadãos da Rússia, Amigos,

Considero ser necessário falar hoje, de novo, sobre os trágicos acontecimentos em Donbass e sobre os aspectos mais importantes de garantir a segurança da Rússia.

Começarei com o que disse no meu discurso de 21 de Fevereiro de 2022. Falei sobre as nossas maiores responsabilidades e preocupações e sobre as ameaças fundamentais que os irresponsáveis políticos ocidentais criaram à Rússia de forma continuada, com rudeza e sem cerimónias, de ano para ano. Refiro-me à expansão da NATO para Leste, que está a aproximar cada vez mais as suas infraestruturas militares da fronteira russa.

É um facto que, durante os últimos 30 anos, temos tentado pacientemente chegar a um acordo com os principais países NATO, relativamente aos princípios de uma segurança igual e indivisível, na Europa. Em resposta às nossas propostas, enfrentámos invariavelmente, ou engano cínico e mentiras, ou tentativas de pressão e de chantagem, enquanto a aliança do Atlântico Norte continuou a expandir-se, apesar dos nossos protestos e preocupações. A sua máquina militar está em movimento e, como disse, aproxima-se da nossa fronteira.

Porque é que isto está a acontecer? De onde veio esta forma insolente de falar que atinge o máximo do seu excepcionalismo, infalibilidade e permissividade? Qual é a explicação para esta atitude de desprezo e desdém pelos nossos interesses e exigências absolutamente legítimas?

A resposta é simples. É tudo claro e óbvio. No final dos anos 80, a União Soviética enfraqueceu e, por conseguinte, desmembrou-se. Esta experiência deve servir-nos de lição, pois mostrou-nos que a paralisia do poder e da vontade é o primeiro passo para uma degradação completa e para o esquecimento. Perdemos a confiança apenas durante um momento, mas foi suficiente para perturbar o equilíbrio das forças do mundo.

O resultado foi que os antigos tratados e acordos já não são apropriados. As súplicas e os pedidos não ajudam. Tudo aquilo que não se adequa ao Estado dominante, aos que detém o poder, é denunciado como arcaico, obsoleto e inútil. Ao mesmo tempo, tudo o que esse Estado considera útil é apresentado como a verdade absoluta e forçado aos outros, independentemente do custo, da maneira abusiva e de qualquer meio disponível. Aqueles que se recusam a cumprir estão sujeitos a tácticas de ameaças ou ao uso de forças poderosas.

O que estou a referir agora não diz respeito somente à Rússia e a Rússia não é o único país que se preocupa com esta situação. Diz respeito a todo o sistema de relações internacionais e, por vezes, mesmo aos aliados dos EUA. O colapso da União Soviética levou a uma nova divisão do mundo e as leis do Direito Internacional que se desenvolveram nessa altura - as mais importantes, as normas fundamentais que foram adoptadas após a Segunda Guerra Mundial e que formalizaram, em grande parte, o seu resultado – foram forluladas pelos que se declararam ser os vencedores da Guerra Fria.

É evidente que a prática das relações internacionais e as regras que as regulam, tiveram de ter em conta as mudanças ocorridas no mundo e no equilíbrio de forças. No entanto, este processo deveria ter sido efectuado com profissionalismo, suavidade, paciência, com o devido respeito e consideração pelos interesses de todos os Estados, e pela própria responsabilidade de cada um deles. Pelo contrário, o que constatamos foi um estado de euforia criado pelo sentimento de superioridade absoluta, uma espécie de absolutismo moderno, aliado a padrões culturais de baixo nível e à arrogância daqueles que formularam e impuseram decisões que só a eles se adequavam. A situação tomou um rumo diferente.

Há muitos exemplos destes casos. Primeiro foi efectuada uma operação militar sangrenta contra Belgrado, sem a aprovação do Conselho de Segurança da ONU mas com aviões de combate e mísseis, utilizados no coração da Europa. O bombardeamento de cidades pacíficas e infraestruturas vitais prolongou-se durante várias semanas. Tenho de recordar estes factos, porque alguns colegas ocidentais preferem esquecê-los e quando mencionámos esse acontecimento, preferem evitar falar sobre o Direito Internacional, salientando, por sua vez, as circunstâncias que interpretam como consideram ser necessário.

Depois chegou a vez do Iraque, da Líbia e da Síria. O uso ilegal de poder militar contra a Líbia e a distorção de todas as decisões do Conselho de Segurança da ONU sobre a Líbia arruinaram o Estado, criaram um reservatório enorme de terrorismo internacional e empurraram o país para uma catástrofe humanitária, para o turbilhão de uma guerra civil, que se prolonga há anos. A tragédia, que foi criada para centenas de milhares e mesmo milhões de pessoas, não só na Líbia mas em toda a região, originou um êxodo em grande escala do Médio Oriente e do Norte de África em direcção à Europa.

Também foi preparada uma situação semelhante para a Síria. As operações de combate realizadas pela coligação ocidental naquele país, sem a aprovação do governo sírio ou sanção do Conselho de Segurança da ONU, só podem ser definidas como agressão e intervenção.

Mas o exemplo que se destaca dos acontecimentos acima referidos é, evidentemente, a invasão do Iraque sem qualquer fundamento legal. Utilizaram o pretexto de informação alegadamente fiável e disponível nos Estados Unidos sobre a presença de armas de destruição maciça no Iraque. Para provar essa alegação, o Secretário de Estado norteamericano ergueu publicamente um frasco com pó branco, para todo o mundo ver, assegurando à comunidade internacional que se tratava de um agente de guerra química criado no Iraque. Mais tarde verificou-se que tudo era falso e uma farsa, e que o Iraque não possuía quaisquer armas químicas. É incrível e chocante, mas é verdadeiro. Testemunhámos mentiras feitas ao mais alto nível do Estado e proferidas a partir da alta tribuna da ONU. O resultado foi uma tremenda perda de vidas humanas, danos, destruição e um recrudescimento colossal do terrorismo.

Acima de tudo, parece que, em quase todo o lado, em muitas regiões do mundo onde os Estados Unidos aplicaram a lei e a ordem, ambas criaram feridas sangrentas que não saram, bem como a maldição do extremismo e do terrorismo internacional. Mencionei apenas os exemplos mais flagrantes, mas que estão longe de ser somente exemplos de desrespeito pelo Direito Internacional.

Este conjunto inclui promessas de não expandir a NATO para leste, nem sequer uma polegada. Torno a afirmar: eles enganaram-nos, ou dito de forma simples, eles mentiram-nos. Claro que é frequente ouvir dizer que a política é um negócio sujo. Poderia ser, mas não deveria ser tão sujo como é actualmente, não até esse ponto. Este tipo de comportamento é contrário não só aos princípios das relações internacionais, mas também e sobretudo, às normas geralmente aceites da moralidade e da ética. Onde está a justiça e a verdade? Somente mentiras e hipocrisia em todo o lado.

A propósito, os políticos, os cientistas políticos e os jornalistas americanos escrevem e afirmam que, nos últimos anos, um verdadeiro "império de mentiras" foi criado dentro dos Estados Unidos. É difícil discordar deste facto - é realmente assim. Mas não se deve ser modesto: os Estados Unidos continuam a ser um grande país e um poder formador de sistemas. Todos os seus satélites não só dizem sim, obedientemente e com humildade, como o papagueiam ao mais pequeno pretexto; mas também imitam o seu comportamento e aceitam entusiasticamente as regras que esse mesmo país lhes impõe. Portanto, pode dizer se, com boa razão e confiança, que todo o bloco ocidental formado pelos Estados Unidos à sua imagem e semelhança é, na totalidade, o mesmo "império de mentiras".

Quanto ao nosso país, após ter sido efectuada a desintegração da URSS e dada toda a abertura sem precedentes a uma Rússia nova e moderna, à sua disponibilidade para trabalhar honestamente com os Estados Unidos e outros parceiros ocidentais e ao seu desarmamento praticamente unilateral, eles tentaram imediatamente apertar-nos, acabar connosco e destruir-nos completamente. Foi assim que aconteceu nos anos 90 e no início do milénio, quando o chamado Ocidente colectivo apoiava activamente o separatismo e os bandos de mercenários no sul da Rússia. Quantas vítimas, quantas perdas tivemos de suportar e quantas dificuldades tivemos de passar nessa altura, antes de eliminarmos o terrorismo internacional no Cáucaso! Lembramo-nos de tudo isto e jamais o esqueceremos.

Falando correctamente, as tentativas de nos utilizarem de acordo com os seus interesses nunca cessaram até há muito pouco tempo: procuraram destruir os nossos valores tradicionais e impor aos nossos povos a partir de dentro, os seus valores deturpados que nos desgastariam, atitudes que têm vindo a impor agressivamente aos seus países, atitudes que estão a levar directamente à degradação e à degeneração, porque são contrárias à natureza humana. Isso não vai acontecer. Nunca ninguém conseguiu fazê-lo, nem o poderá fazer agora.

Apesar de tudo, em Dezembro de 2021, fizemos mais uma tentativa de chegar a um acordo com os Estados Unidos e com seus aliados sobre os princípios da segurança europeia e da não-expansão da NATO. Os nossos esforços foram em vão. Os Estados Unidos não mudaram a sua posição. Não acreditam ser necessário concordar com a Rússia sobre um assunto que é tão grave para nós. Os Estados Unidos estão a procurar alcançar os seus objectivos, negligenciando os nossos interesses.

É claro que esta situação suscita uma pergunta: o que é que vai acontecer? Que devemos esperar? Se a História é um guia, sabemos que em 1940 e no início de 1941 a União Soviética fez grandes esforços para evitar a guerra ou, pelo menos, para atrasar a sua eclosão. Para tal, a URSS procurou até ao fim não provocar o agressor potencial, abstendo-se ou adiando os preparativos mais urgentes e óbvios que tinha de fazer para se defender de um ataque iminente. Quando finalmente agiu, já era demasiado tarde.

O resultado foi que, o país não estava preparado para contrariar a invasão da Alemanha nazi, que atacou a nossa Pátria em 22 de Junho de 1941, sem ter feito uma declaração de guerra. O país deteve o inimigo e prosseguiu para o derrotar, mas teve um custo tremendo. A tentativa de apaziguar o agressor antes da Grande Guerra Patriótica provou ser um erro que teve um custo elevado para o nosso povo. Nos primeiros meses após a eclosão das hostilidades, perdemos vastos territórios de grande importância estratégica, bem como milhões de vidas. Não cometeremos o mesmo erro pela segunda vez. Não temos o direito de fazê-lo.

Aqueles que aspiram ao domínio global designaram publicamente a Rússia como sendo o seu inimigo. Fizeram-no com impunidade. Não se enganem, eles não tinham razões para agir desta maneira. É verdade que eles têm consideráveis capacidades financeiras, científicas, tecnológicas e militares. Estamos cientes e temos uma visão objectiva das ameaças económicas que temos escutado, tal como a nossa capacidade de contrariar essa chantagem impetuosa que nunca mais acaba. Permitam-me reiterar que não temos ilusões a esse respeito e que somos extremamente realistas nas nossas avaliações.

Quanto aos assuntos militares, mesmo após a dissolução da URSS e a perda de uma parte considerável das suas capacidades, a Rússia de hoje continua a ser um dos Estados nucleares mais poderosos. Mais ainda, tem uma certa vantagem em relação a várias armas de vanguarda. Neste contexto, não deve haver dúvidas para ninguém de que qualquer potencial agressor que ataque directamente o nosso país,
irá enfrentar uma derrota e consequências ameaçadoras.

Ao mesmo tempo, a tecnologia, inclusive no sector da defesa, está a mudar rapidamente. Um dia há um líder e amanhã há outro, mas, se permitirmos que avance uma presença militar nos territórios limítrofes da Rússia, ela permanecerá durante décadas ou talvez para sempre, criando uma ameaça sempre crescente e totalmente inaceitável para a Rússia.

Mesmo agora, com a expansão da NATO para Leste, a situação da Rússia tem vindo a piorar e a tornar-se mais perigosa a cada ano que passa. Além do mais, nestes últimos dias, a liderança da NATO tem sido contundente nas suas declarações de que precisam de acelerar e intensificar os esforços para aproximar as infraestruturas da aliança das fronteiras da Rússia. Por outras palavras, têm vindo a endurecer a sua posição. Não podemos ficar de braços cruzados e observar passivamente este desenvolvimento. Seria da nossa parte, algo absolutamente irresponsável.

Para nós, qualquer nova expansão das infraestruturas da Aliança do Atlântico Norte ou dos seus esforços em curso, para ganhar uma posição militar no território ucraniano, são absolutamente inaceitáveis. Evidentemente, a questão não é sobre a NATO em si. Ela age, apenas, como um instrumento da política externa dos EUA. O problema é que nos territórios adjacentes à Rússia, que tenho de salientar, serem o nosso território histórico, está a surgir uma atitude hostil "contra a Rússia", totalmente controlada do exterior. Está a fazer tudo para atrair as forças armadas da NATO e obter o armamento mais recente e mais avançado.  

Para os Estados Unidos e para os seus aliados, é uma política de contenção da Rússia, com vantagens geopolíticas indiscutíveis. Para o nosso país, é uma questão de vida ou morte, uma questão do nosso futuro histórico como nação. Isto não é um exagero; é um facto. Não é apenas uma ameaça muito real aos nossos interesses, mas à própria existência do nosso Estado e à sua soberania. É a linha vermelha de que temos falado em numerosas ocasiões. Eles ultrapassaram-na já.

Esta reflexão conduz-me à situação em Donbass. Podemos ver que as forças que encenaram o golpe na Ucrânia, em 2014, tomaram o poder, estão a mantê-lo com a ajuda de procedimentos eleitorais de fachada e abandonaram o caminho de uma resolução pacífica do conflito. Durante oito anos intermináveis, temos vindo a fazer todos os possíveis para resolver a situação por meios políticos pacíficos. Tudo foi em vão.

Como disse no meu discurso anterior, não se pode olhar sem compaixão para o que se está a passar ali. É impossível tolerá-lo. Tivemos de pôr fim a essa atrocidade, a esse genocídio de milhões de pessoas que vivem lá e que depositaram as suas esperanças na Rússia, em todos nós. Foram as aspirações, os sentimentos e a dor destas pessoas que foram a principal força motivadora para a tomada da nossa decisão de reconhecer a independência das repúblicas do povo de Donbass.

Gostaria ainda de salientar o seguinte - Centrados nos seus próprios objectivos, os principais países da NATO estão a apoiar os nacionalistas da extrema direita e os neonazis da Ucrânia, aqueles que nunca perdoarão ao povo da Crimeia e de Sevastopol terem escolhido livremente unirem-se à Rússia.

Sem dúvida, eles tentarão direccionar a guerra para a Crimeia tal como fizeram em Donbass, para matar pessoas inocentes como os membros das unidades punitivas dos nacionalistas ucranianos e dos cúmplices de Hitler fizeram durante a Grande Guerra Patriótica. Eles também reivindicaram abertamente várias outras regiões russas.

Se olharmos para a sequência dos acontecimentos e para os relatórios recebidos, o confronto entre a Rússia e estas forças não se pode evitar. É apenas uma questão de tempo. Elas estão a preparar-se e à espera do momento certo. Para mais, chegaram ao ponto de ambicionar adquirir armas nucleares. Não vamos deixar que tal aconteça.

Já mencionei que a Rússia aceitou a nova realidade geopolítica após a dissolução da URSS. Temos tratado todos os novos Estados pós-soviéticos com respeito e continuaremos a agir da mesma maneira. Respeitamos e honraremos a sua soberania, como ficou provado pela assistência que prestámos ao Cazaquistão quando enfrentou acontecimentos trágicos e um desafio no que se refere à sua condição de Estado e à sua integridade. No entanto, a Rússia não pode sentir-se segura, desenvolver-se e existir, enquanto enfrentar uma ameaça permanente do território da Ucrânia actual.

Deixem-me recordar-vos que, em 2000-2005, utilizámos os nossos militares para fazer recuar os terroristas no Cáucaso e defender a integridade do nosso Estado. Preservámos a Rússia. Em 2014, apoiámos o povo da Crimeia e de Sevastopol. Em 2015, utilizámos as nossas Forças Armadas para criar um escudo fiável que impedisse os terroristas da Síria de penetrarem na Rússia. Tratava-se de nos defendermos. Não tínhamos outra escolha.

Hoje está a acontecer o mesmo. Não nos deixaram qualquer outra escolha para defender a Rússia e o nosso povo, além daquela que somos forçados a utilizar agora. Nestas circunstâncias, temos de tomar medidas corajosas e imediatas. As repúblicas populares de Donbass pediram ajuda à Rússia.

Neste contexto, em conformidade com o Artigo 51 (Capítulo VII) da Carta das Nações Unidas, com permissão do Conselho da Federação Russa, e em execução dos tratados de amizade e assistência mútua com a República Popular de Donetsk e com a República Popular de Lugansk, ratificados pela Assembleia Federal em 22 de Fevereiro de 2022, tomei a decisão de empreender uma operação militar especial.

O objectivo desta operação é proteger pessoas que, desde há oito anos, enfrentam humilhações e genocídios perpetrados pelo regime de Kiev. Para tal, procuraremos desmilitarizar e desnazificar a Ucrânia, bem como levar a julgamento aqueles que perpetraram numerosos crimes sangrentos contra civis, incluindo cidadãos da Federação Russa.

O nosso plano não se destina a ocupar o território ucraniano. Não pretendemos impor nada a ninguém pela força. Ao mesmo tempo, temos vindo a ouvir um número crescente de declarações vindas do Ocidente de que já não há necessidade de obedecer aos documentos que estabeleceram os resultados da Segunda Guerra Mundial, tal como foram assinados pelo regime totalitário soviético. Como podemos responder a isso?

Os resultados da Segunda Guerra Mundial e os sacrifícios que o nosso povo teve de fazer para derrotar o nazismo são sagrados. Isto não contradiz os elevados valores de direitos humanos e das liberdades da realidade que surgiu durante as décadas do pós-guerra. Não significa que as nações não possam gozar do direito à autodeterminação, que está consagrado no Artigo 1 da Carta das Nações Unidas.

Deixem-me recordar-vos que as pessoas que vivem em territórios que fazem parte da Ucrânia actual, não foram questionadas sobre como queriam construir as suas vidas quando a URSS foi criada, ou após a Segunda Guerra Mundial. A liberdade guia a nossa política, a liberdade de escolher independentemente o nosso futuro e o futuro dos nossos filhos. Acreditamos que todos os povos que vivem na Ucrânia de hoje, qualquer pessoa que queira fazê-lo, deve poder usufruir do direito de fazer uma escolha livre.

Neste contexto, gostaria de me dirigir aos cidadãos da Ucrânia. Em 2014, a Rússia foi obrigada a proteger o povo da Crimeia e Sevastopol daqueles a quem vocês chamam "nats". O povo da Crimeia e Sevastopol fez a escolha de permanecer ligado à sua pátria histórica, a Rússia e nós apoiámos a sua decisão. Como disse, não poderíamos agir de outra maneira.

Os acontecimentos actuais não têm nada a ver com o desejo de infringir os interesses da Ucrânia e do povo ucraniano. Estão ligados à Rússia em defesa dos que subjugaram a Ucrânia como refém e tentam usá-la contra o nosso país e contra o nosso povo.

Reitero: estamos a agir para nos defendermos das ameaças criadas contra nós e de um perigo pior do que o que está a acontecer agora. Peço-vos, por mais difícil que isto seja, que compreendam e que colaborem connosco de modo a virar esta página trágica o mais rapidamente possível e a avançar juntos, sem permitir que ninguém interfira nos nossos assuntos e nas nossas relações, mas desenvolvendo-os independentemente, de modo a criar condições favoráveis à superação de todos estes problemas e a fortalecer-nos a partir de dentro como um todo, apesar da existência de fronteiras estatais. Acredito nesta orientação, no nosso futuro comum.

Gostaria também de me dirigir aos militares das Forças Armadas Ucranianas.

Camaradas oficiais,

Os vossos pais, avós e bisavós não lutaram contra os ocupantes nazis e não defenderam a nossa pátria comum, para permitir que os neonazis de hoje se apoderassem do poder na Ucrânia. Fizestes o juramento de fidelidade ao povo ucraniano e não à Junta, adversária do povo, que está a roubar a Ucrânia e a humilhar o povo ucraniano.

Aconselho-vos a recusar cumprir as suas ordens criminosas. Exorto-vos a depor imediatamente as armas e ir para casa. Explicarei o que isto significa: os militares do exército ucraniano que o fizerem, poderão abandonar livremente a zona das hostilidades e regressar às suas famílias.

Quero sublinhar uma vez mais que toda a responsabilidade pelo possível derramamento de sangue recairá, plena e integralmente, sobre o regime ucraniano que está no poder.

Agora gostaria de dizer algo muito importante para aqueles que podem estar tentados a interferir nestes desenvolvimentos a partir do exterior. Não importa quem nos tente impedir, ou mais ainda, quem criar ameaças ao nosso país e ao nosso povo, eles têm de saber que a Rússia responderá imediatamente e as consequências serão tais como nunca viram em toda a vossa História. Não importa como os acontecimentos se desenrolarem, estamos preparados. Já foram tomadas todas as decisões necessárias a este respeito. Espero que as minhas palavras sejam ouvidas.

Cidadãos da Rússia,

A cultura e os valores, a experiência e as tradições dos nossos antepassados proporcionaram invariavelmente uma base poderosa para o bem-estar e para a  existência de Estados e de nações, para o seu sucesso e viabilidade. Evidentemente, isto depende directamente da capacidade de adaptação rápida a uma mudança constante, de manter a coesão social e da prontidão em consolidar e convocar todas as forças disponíveis, a fim de avançarmos.

Precisamos sempre de estar fortalecidos, mas esta força pode assumir diversas formas. O "império das mentiras", que mencionei no início do meu discurso, prossegue a sua política principalmente a partir de uma força bruta e directa. A esta situação aplica-se o nosso ditado, de usar "todos os músculos e não usar o cérebro".

Todos sabemos que o que nos torna verdadeiramente fortes, é  ter a justiça e a verdade do nosso lado. Se for este caso, seria difícil discordar do facto de que é a nossa força e a nossa prontidão para lutar que são a base da independência e da soberania e fornecem as bases necessárias para a construção de um futuro de confiança para o vosso lar, para a vossa família e para a vossa Pátria.

Estimados compatriotas,

Estou certo de que os soldados e os oficiais dedicados das Forças Armadas da Rússia cumprirão o seu dever com profissionalismo e coragem. Não tenho dúvidas de que as instituições governamentais a todos os níveis e os especialistas trabalharão eficazmente para garantir a estabilidade da nossa economia, do sistema financeiro e do bem-estar social e o mesmo aplica-se aos executivos das empresas e a toda a comunidade empresarial. Espero que todos os partidos parlamentares e que a sociedade civil assumam uma posição  patriótica e estável.

Para terminar, o futuro da Rússia está nas mãos do seu povo multiétnico, como sempre aconteceu na nossa História. O que significa que as decisões que tomei serão executadas, que alcançaremos os objectivos que estabelecemos e que garantiremos de forma incontestável, a segurança da nossa Pátria.

Acredito no vosso apoio e na força invencível enraizada no amor à nossa Pátria.

DONETSK, February 26. /TASS/. Donetsk People’s Republic (DPR) People’s Militia established a humanitarian corridor for surrendered Ukrainian Armed Forces servicemen, they will be provided with food and medical aid, People’s Militia head Eduard Basurin announced Saturday.

"Ukrainian Armed Forces servicemen, who voluntarily lay down their weapons, continue to exit the hostilities area via the humanitarian corridor organized for them," he said. "Everyone in need are being provided with medical aid, clothes and food."

Basurin once again addressed Ukrainian soldiers and officers, urging them to "save their lives by voluntarily rejecting participation in hostilities."

"Do not risk your lives for the criminal Ukrainian regime and oligarchs," he explained.

The Ukrainian authorities claimed that the border guards were killed while defending Zmeiny Island in the Black Sea during Russia's special operation, and decided to “posthumously” honour them with the Hero of Ukraine award. Kiev also put the number of the "killed" guards at 13, saying they chose to die "heroically" instead of "giving up".

A group of 82 Ukrainian servicemen, who surrendered on Zmeiny Island, have been delivered to Sevastopol, Russia's Black Sea Fleet has announced.

"They laid down their arms and decided to return to their families," Major General Mikhail Yasnikov, deputy commander of the Black Sea Fleet for logistics, said.

Yasnikov stressed that the Black Sea Fleet respected the decision of the Ukrainian border guards. A safe corridor was made out for them to leave the area of ​​the operation.

"After going through short-term legal procedures and agreeing with the Ukrainian side, the servicemen of the Armed Forces of Ukraine will be sent home to Ukraine on buses prepared for these purposes," Yasnikov added.

According to him, the Ukrainian military did not seek medical help. "But if any arise, all the necessary assistance will be provided to them. Ukrainian servicemen are provided with dry rations and bottled water for the entire period of movement to the final destination on the territory of Ukraine," Yasnikov said.

Over the past day, Ukrainian authorities and media have been claiming that 13 border guards chose to "heroically" die instead of surrendering to Russians. Kiev even declared that it would “posthumously” honour them with the Hero of Ukraine award. The Russian side has debunked these claims, emphasising that the island was surrendered to them voluntarily.

"82 Ukrainian servicemen laid down their arms and voluntarily surrendered to a unit of the Russian armed forces. At present, they are being asked to sign a refusal to participate in hostilities. They will be returned to their families soon," Russian defence ministry spokesman Igor Konashenkov said on 25 February.

Russia launched a military operation to demilitarise Ukraine early in the morning on Thursday 24 February. In a televised address to the Russians, President Vladimir Putin said that circumstances "require decisive and immediate action from us, the people's republics of Donbass have asked for help".

The Russian Defence Ministry said the special operation is targeting Ukrainian military infrastructure only and the civilian population is not in danger.

DONETSK, February 26. /TASS/. Donetsk People’s Republic (DPR) air defense forces intercepted two Tochka-U ballistic missiles, fired by the Ukrainian Armed Forces (DPR) Saturday, according to DPR territorial defense headquarters.

"Early in the morning, air defense forces intercepted two Tochka-U missiles in DPR. Both tactical missiles failed to go off," the headquarters said in its Telegram channel.

Missile fragments damaged residential buildings, outbuildings and cars in Ilovaysk and Amvrosiyevka. Specialists work at the fall sites, the headquarters added.

"At about 5:00, not the missile itself, but a taken down fragment fell here," says Amvrosiyevka Distric Administration head Igor Lyzov. "The missile elements damaged residential buildings, vehicles in the agricultural enterprise. There were no casualties or injuries. We had it quiet lately, this is an individual case. Everything is quite now."

On Friday, Ukrainian forces attempted to hit an oil depot in the Kirovsky District of Donetsk with another Tochka-U missile. The missile was intercepted; its fragments fell in a residential area.

MOSCOW, February 26. /TASS/. Russian Armed Forces carried out a precision cruise missile strike via air-and naval-based cruise missiles on Ukrainian military infrastructure objects, Russian Defense Ministry spokesman Igor Konashenkov announced Saturday.

"During the night, Russian Armed Forces carried out a long-range precision strike via naval-and air-based cruise missiles on Ukrainian military infrastructure objects," Konashenkov said.

Russian Armed Forces destroyed over 800 Ukrainian military infrastructure objects, Konashenkov added.

"Russian Armed Forces hit a total of 821 Ukrainian military infrastructure objects, including 14 military airstrips, 19 control centers and communication nodes, 24 S-300 and Osa missile air defense systems, 48 radar stations," he said.

"A total of seven military planes, seven helicopters and nine drones have been downed. A total of 87 tanks and other armored vehicles, 28 multiple launch rocket systems, 118 special military automobile vehicles have been eliminated. Russian Navy destroyed eight Ukrainian military patrol boats," the spokesman added.

Russian Armed Forces took the Ukrainian city of Melitopol under total control, Konashenkov announced.

"Russian Armed Forces units gained total control over the city of Melitopol. Russian servicemen take all measures to ensure the safety of civilians and to rule out provocations from Ukrainian intelligence and nationalists," he said.

UNITED NATIONS, February 26. /TASS/. Russia used its veto power in the UN Security Council to block a resolution proposed by a group of Western countries that would have condemned Russia’s special military operation in Ukraine, according to a TASS reporter at the scene.

The draft resolution was supported by 11 countries while China, India and the UAE abstained.

The resolution sought to condemn Russia for violating the UN charter, demand that Russia stop using force against Ukraine and pull back its troops. The document would also have condemned Russia’s recognition of the Donetsk and Lugansk people’s republics as independent and demanded that Russia rescind the decision.

Russian President Vladimir Putin on February 24 announced a special military operation in Ukraine in response to appeals by the Donbass republics. He stressed that Moscow had no plans of occupying Ukrainian territories.

The Russian Defense Ministry said that Russian troops are not targeting cities, but are incapacitating only military infrastructure and therefore there are no threats to the civilian population.

KIEV, February 26. /TASS/. Ukrainian President Vladimir Zelensky has accepted Russian President Vladimir Putin’s proposal and is ready to negotiate peace and a ceasefire, Zelensky’s press secretary Sergey Nikiforov said on Saturday.

"I have to refute allegations that we have refused to have talks. Ukraine has always been and is ready to negotiate peace and a ceasefire. It is our permanent position. We have accepted the Russian president’s proposal," he wrote on his Facebook account.

According to Nikoforov, consultations are underway about the place and time of the negotiations. The sooner talks begin, the more chances there will be to restore normal life, he noted.

Russian presidential press secretary Dmitry Peskov said earlier that Putin was ready to send a delegation to Minsk for talks with Ukraine. Later, he said that in response to the initiative to hold talks in the Belarusian capital city the Ukrainian side suggested Warsaw as a possible venue and still later lost contact.

Russian President Vladimir Putin said in a televised address on Thursday morning that in response to a request by the heads of the Donbass republics he had made a decision to carry out a special military operation in order to protect people "who have been suffering from abuse and genocide by the Kiev regime for eight years." The Russian leader stressed that Moscow had no plans of occupying Ukrainian territories.

When clarifying the unfolding developments, the Russian Defense Ministry reassured that Russian troops are not targeting Ukrainian cities, but are limited to surgically striking and incapacitating Ukrainian military infrastructure. There are no threats whatsoever to the civilian population.

Read it so that you understand the situation.  You will not get a word of truth from the mouths of Western politicians and presstitutes.


President of Russia Vladimir Putin: Citizens of Russia, Friends,

I consider it necessary today to speak again about the tragic events in Donbass and the key aspects of ensuring the security of Russia.


I will begin with what I said in my address on February 21, 2022. I spoke about our biggest concerns and worries, and about the fundamental threats which irresponsible Western politicians created for Russia consistently, rudely and unceremoniously from year to year. I am referring to the eastward expansion of NATO, which is moving its military infrastructure ever closer to the Russian border.


It is a fact that over the past 30 years we have been patiently trying to come to an agreement with the leading NATO countries regarding the principles of equal and indivisible security in Europe. In response to our proposals, we invariably faced either cynical deception and lies or attempts at pressure and blackmail, while the North Atlantic alliance continued to expand despite our protests and concerns. Its military machine is moving and, as I said, is approaching our very border.


Why is this happening? Where did this insolent manner of talking down from the height of their exceptionalism, infallibility and all-permissiveness come from? What is the explanation for this contemptuous and disdainful attitude to our interests and absolutely legitimate demands?


The answer is simple. Everything is clear and obvious. In the late 1980s, the Soviet Union grew weaker and subsequently broke apart. That experience should serve as a good lesson for us, because it has shown us that the paralysis of power and will is the first step towards complete degradation and oblivion. We lost confidence for only one moment, but it was enough to disrupt the balance of forces in the world.


As a result, the old treaties and agreements are no longer effective. Entreaties and requests do not help. Anything that does not suit the dominant state, the powers that be, is denounced as archaic, obsolete and useless. At the same time, everything it regards as useful is presented as the ultimate truth and forced on others regardless of the cost, abusively and by any means available. Those who refuse to comply are subjected to strong-arm tactics.


What I am saying now does not concerns only Russia, and Russia is not the only country that is worried about this. This has to do with the entire system of international relations, and sometimes even US allies. The collapse of the Soviet Union led to a redivision of the world, and the norms of international law that developed by that time – and the most important of them, the fundamental norms that were adopted following WWII and largely formalised its outcome – came in the way of those who declared themselves the winners of the Cold War.


Of course, practice, international relations and the rules regulating them had to take into account the changes that took place in the world and in the balance of forces. However, this should have been done professionally, smoothly, patiently, and with due regard and respect for the interests of all states and one’s own responsibility. Instead, we saw a state of euphoria created by the feeling of absolute superiority, a kind of modern absolutism, coupled with the low cultural standards and arrogance of those who formulated and pushed through decisions that suited only themselves. The situation took a different turn.


There are many examples of this. First a bloody military operation was waged against Belgrade, without the UN Security Council’s sanction but with combat aircraft and missiles used in the heart of Europe. The bombing of peaceful cities and vital infrastructure went on for several weeks. I have to recall these facts, because some Western colleagues prefer to forget them, and when we mentioned the event, they prefer to avoid speaking about international law, instead emphasising the circumstances which they interpret as they think necessary.


Then came the turn of Iraq, Libya and Syria. The illegal use of military power against Libya and the distortion of all the UN Security Council decisions on Libya ruined the state, created a huge seat of international terrorism, and pushed the country towards a humanitarian catastrophe, into the vortex of a civil war, which has continued there for years. The tragedy, which was created for hundreds of thousands and even millions of people not only in Libya but in the whole region, has led to a large-scale exodus from the Middle East and North Africa to Europe.


A similar fate was also prepared for Syria. The combat operations conducted by the Western coalition in that country without the Syrian government’s approval or UN Security Council’s sanction can only be defined as aggression and intervention.


But the example that stands apart from the above events is, of course, the invasion of Iraq without any legal grounds. They used the pretext of allegedly reliable information available in the United States about the presence of weapons of mass destruction in Iraq. To prove that allegation, the US Secretary of State held up a vial with white power, publicly, for the whole world to see, assuring the international community that it was a chemical warfare agent created in Iraq. It later turned out that all of that was a fake and a sham, and that Iraq did not have any chemical weapons. Incredible and shocking but true. We witnessed lies made at the highest state level and voiced from the high UN rostrum. As a result we see a tremendous loss in human life, damage, destruction, and a colossal upsurge of terrorism.


Overall, it appears that nearly everywhere, in many regions of the world where the United States brought its law and order, this created bloody, non-healing wounds and the curse of international terrorism and extremism. I have only mentioned the most glaring but far from only examples of disregard for international law.


This array includes promises not to expand NATO eastwards even by an inch. To reiterate: they have deceived us, or, to put it simply, they have played us. Sure, one often hears that politics is a dirty business. It could be, but it shouldn’t be as dirty as it is now, not to such an extent. This type of con-artist behaviour is contrary not only to the principles of international relations but also and above all to the generally accepted norms of morality and ethics. Where is justice and truth here? Just lies and hypocrisy all around.


Incidentally, US politicians, political scientists and journalists write and say that a veritable “empire of lies” has been created inside the United States in recent years. It is hard to disagree with this – it is really so. But one should not be modest about it: the United States is still a great country and a system-forming power. All its satellites not only humbly and obediently say yes to and parrot it at the slightest pretext but also imitate its behaviour and enthusiastically accept the rules it is offering them. Therefore, one can say with good reason and confidence that the whole so-called Western bloc formed by the United States in its own image and likeness is, in its entirety, the very same “empire of lies.”


As for our country, after the disintegration of the USSR, given the entire unprecedented openness of the new, modern Russia, its readiness to work honestly with the United States and other Western partners, and its practically unilateral disarmament, they immediately tried to put the final squeeze on us, finish us off, and utterly destroy us. This is how it was in the 1990s and the early 2000s, when the so-called collective West was actively supporting separatism and gangs of mercenaries in southern Russia. What victims, what losses we had to sustain and what trials we had to go through at that time before we broke the back of international terrorism in the Caucasus! We remember this and will never forget.


Properly speaking, the attempts to use us in their own interests never ceased until quite recently: they sought to destroy our traditional values and force on us their false values that would erode us, our people from within, the attitudes they have been aggressively imposing on their countries, attitudes that are directly leading to degradation and degeneration, because they are contrary to human nature. This is not going to happen. No one has ever succeeded in doing this, nor will they succeed now.


Despite all that, in December 2021, we made yet another attempt to reach agreement with the United States and its allies on the principles of European security and NATO’s non-expansion. Our efforts were in vain. The United States has not changed its position. It does not believe it necessary to agree with Russia on a matter that is critical for us. The United States is pursuing its own objectives, while neglecting our interests.


Of course, this situation begs a question: what next, what are we to expect? If history is any guide, we know that in 1940 and early 1941 the Soviet Union went to great lengths to prevent war or at least delay its outbreak. To this end, the USSR sought not to provoke the potential aggressor until the very end by refraining or postponing the most urgent and obvious preparations it had to make to defend itself from an imminent attack. When it finally acted, it was too late.


As a result, the country was not prepared to counter the invasion by Nazi Germany, which attacked our Motherland on June 22, 1941, without declaring war. The country stopped the enemy and went on to defeat it, but this came at a tremendous cost. The attempt to appease the aggressor ahead of the Great Patriotic War proved to be a mistake which came at a high cost for our people. In the first months after the hostilities broke out, we lost vast territories of strategic importance, as well as millions of lives. We will not make this mistake the second time. We have no right to do so.


Those who aspire to global dominance have publicly designated Russia as their enemy. They did so with impunity. Make no mistake, they had no reason to act this way. It is true that they have considerable financial, scientific, technological, and military capabilities. We are aware of this and have an objective view of the economic threats we have been hearing, just as our ability to counter this brash and never-ending blackmail. Let me reiterate that we have no illusions in this regard and are extremely realistic in our assessments.


As for military affairs, even after the dissolution of the USSR and losing a considerable part of its capabilities, today’s Russia remains one of the most powerful nuclear states. Moreover, it has a certain advantage in several cutting-edge weapons. In this context, there should be no doubt for anyone that any potential aggressor will face defeat and ominous consequences should it directly attack our country.


At the same time, technology, including in the defence sector, is changing rapidly. One day there is one leader, and tomorrow another, but a military presence in territories bordering on Russia, if we permit it to go ahead, will stay for decades to come or maybe forever, creating an ever mounting and totally unacceptable threat for Russia.


Even now, with NATO’s eastward expansion the situation for Russia has been becoming worse and more dangerous by the year. Moreover, these past days NATO leadership has been blunt in its statements that they need to accelerate and step up efforts to bring the alliance’s infrastructure closer to Russia’s borders. In other words, they have been toughening their position. We cannot stay idle and passively observe these developments. This would be an absolutely irresponsible thing to do for us.


Any further expansion of the North Atlantic alliance’s infrastructure or the ongoing efforts to gain a military foothold of the Ukrainian territory are unacceptable for us. Of course, the question is not about NATO itself. It merely serves as a tool of US foreign policy. The problem is that in territories adjacent to Russia, which I have to note is our historical land, a hostile “anti-Russia” is taking shape. Fully controlled from the outside, it is doing everything to attract NATO armed forces and obtain cutting-edge weapons.


For the United States and its allies, it is a policy of containing Russia, with obvious geopolitical dividends. For our country, it is a matter of life and death, a matter of our historical future as a nation. This is not an exaggeration; this is a fact. It is not only a very real threat to our interests but to the very existence of our state and to its sovereignty. It is the red line which we have spoken about on numerous occasions. They have crossed it.


This brings me to the situation in Donbass. We can see that the forces that staged the coup in Ukraine in 2014 have seized power, are keeping it with the help of ornamental election procedures and have abandoned the path of a peaceful conflict settlement. For eight years, for eight endless years we have been doing everything possible to settle the situation by peaceful political means. Everything was in vain.


As I said in my previous address, you cannot look without compassion at what is happening there. It became impossible to tolerate it. We had to stop that atrocity, that genocide of the millions of people who live there and who pinned their hopes on Russia, on all of us. It is their aspirations, the feelings and pain of these people that were the main motivating force behind our decision to recognise the independence of the Donbass people’s republics.


I would like to additionally emphasise the following. Focused on their own goals, the leading NATO countries are supporting the far-right nationalists and neo-Nazis in Ukraine, those who will never forgive the people of Crimea and Sevastopol for freely making a choice to reunite with Russia.


They will undoubtedly try to bring war to Crimea just as they have done in Donbass, to kill innocent people just as members of the punitive units of Ukrainian nationalists and Hitler’s accomplices did during the Great Patriotic War. They have also openly laid claim to several other Russian regions.


If we look at the sequence of events and the incoming reports, the showdown between Russia and these forces cannot be avoided. It is only a matter of time. They are getting ready and waiting for the right moment. Moreover, they went as far as aspire to acquire nuclear weapons. We will not let this happen.


I have already said that Russia accepted the new geopolitical reality after the dissolution of the USSR. We have been treating all new post-Soviet states with respect and will continue to act this way. We respect and will respect their sovereignty, as proven by the assistance we provided to Kazakhstan when it faced tragic events and a challenge in terms of its statehood and integrity. However, Russia cannot feel safe, develop, and exist while facing a permanent threat from the territory of today’s Ukraine.


Let me remind you that in 2000–2005 we used our military to push back against terrorists in the Caucasus and stood up for the integrity of our state. We preserved Russia. In 2014, we supported the people of Crimea and Sevastopol. In 2015, we used our Armed Forces to create a reliable shield that prevented terrorists from Syria from penetrating Russia. This was a matter of defending ourselves. We had no other choice.


The same is happening today. They did not leave us any other option for defending Russia and our people, other than the one we are forced to use today. In these circumstances, we have to take bold and immediate action. The people’s republics of Donbass have asked Russia for help.


In this context, in accordance with Article 51 (Chapter VII) of the UN Charter, with permission of Russia’s Federation Council, and in execution of the treaties of friendship and mutual assistance with the Donetsk People’s Republic and the Lugansk People’s Republic, ratified by the Federal Assembly on February 22, I made a decision to carry out a special military operation.


The purpose of this operation is to protect people who, for eight years now, have been facing humiliation and genocide perpetrated by the Kiev regime. To this end, we will seek to demilitarise and denazify Ukraine, as well as bring to trial those who perpetrated numerous bloody crimes against civilians, including against citizens of the Russian Federation.


It is not our plan to occupy the Ukrainian territory. We do not intend to impose anything on anyone by force. At the same time, we have been hearing an increasing number of statements coming from the West that there is no need any more to abide by the documents setting forth the outcomes of World War II, as signed by the totalitarian Soviet regime. How can we respond to that?


The outcomes of World War II and the sacrifices our people had to make to defeat Nazism are sacred. This does not contradict the high values of human rights and freedoms in the reality that emerged over the post-war decades. This does not mean that nations cannot enjoy the right to self-determination, which is enshrined in Article 1 of the UN Charter.


Let me remind you that the people living in territories which are part of today’s Ukraine were not asked how they want to build their lives when the USSR was created or after World War II. Freedom guides our policy, the freedom to choose independently our future and the future of our children. We believe that all the peoples living in today’s Ukraine, anyone who want to do this, must be able to enjoy this right to make a free choice.


In this context I would like to address the citizens of Ukraine. In 2014, Russia was obliged to protect the people of Crimea and Sevastopol from those who you yourself call “nats.” The people of Crimea and Sevastopol made their choice in favour of being with their historical homeland, Russia, and we supported their choice. As I said, we could not act otherwise.


The current events have nothing to do with a desire to infringe on the interests of Ukraine and the Ukrainian people. They are connected with the defending Russia from those who have taken Ukraine hostage and are trying to use it against our country and our people.


I reiterate: we are acting to defend ourselves from the threats created for us and from a worse peril than what is happening now. I am asking you, however hard this may be, to understand this and to work together with us so as to turn this tragic page as soon as possible and to move forward together, without allowing anyone to interfere in our affairs and our relations but developing them independently, so as to create favourable conditions for overcoming all these problems and to strengthen us from within as a single whole, despite the existence of state borders. I believe in this, in our common future.


I would also like to address the military personnel of the Ukrainian Armed Forces.


Comrade officers,


Your fathers, grandfathers and great-grandfathers did not fight the Nazi occupiers and did not defend our common Motherland to allow today’s neo-Nazis to seize power in Ukraine. You swore the oath of allegiance to the Ukrainian people and not to the junta, the people’s adversary which is plundering Ukraine and humiliating the Ukrainian people.


I urge you to refuse to carry out their criminal orders. I urge you to immediately lay down arms and go home. I will explain what this means: the military personnel of the Ukrainian army who do this will be able to freely leave the zone of hostilities and return to their families.


I want to emphasise again that all responsibility for the possible bloodshed will lie fully and wholly with the ruling Ukrainian regime.


I would now like to say something very important for those who may be tempted to interfere in these developments from the outside. No matter who tries to stand in our way or all the more so create threats for our country and our people, they must know that Russia will respond immediately, and the consequences will be such as you have never seen in your entire history. No matter how the events unfold, we are ready. All the necessary decisions in this regard have been taken. I hope that my words will be heard.


Citizens of Russia,


The culture and values, experience and traditions of our ancestors invariably provided a powerful underpinning for the wellbeing and the very existence of entire states and nations, their success and viability. Of course, this directly depends on the ability to quickly adapt to constant change, maintain social cohesion, and readiness to consolidate and summon all the available forces in order to move forward.

We always need to be strong, but this strength can take on different forms. The “empire of lies,” which I mentioned in the beginning of my speech, proceeds in its policy primarily from rough, direct force. This is when our saying on being “all brawn and no brains” applies.


We all know that having justice and truth on our side is what makes us truly strong. If this is the case, it would be hard to disagree with the fact that it is our strength and our readiness to fight that are the bedrock of independence and sovereignty and provide the necessary foundation for building a reliable future for your home, your family, and your Motherland.


Dear compatriots,


I am certain that devoted soldiers and officers of Russia’s Armed Forces will perform their duty with professionalism and courage. I have no doubt that the government institutions at all levels and specialists will work effectively to guarantee the stability of our economy, financial system and social wellbeing, and the same applies to corporate executives and the entire business community. I hope that all parliamentary parties and civil society take a consolidated, patriotic position.


At the end of the day, the future of Russia is in the hands of its multi-ethnic people, as has always been the case in our history. This means that the decisions that I made will be executed, that we will achieve the goals we have set, and reliably guarantee the security of our Motherland.


I believe in your support and the invincible force rooted in the love for our Fatherland.

Presidente da Rússia, Vladimir Putin: Cidadãos da Rússia, Amigos,

Considero ser necessário falar hoje, de novo, sobre os trágicos acontecimentos em Donbass e sobre os aspectos mais importantes de garantir a segurança da Rússia.

Começarei com o que disse no meu discurso de 21 de Fevereiro de 2022. Falei sobre as nossas maiores responsabilidades e preocupações e sobre as ameaças fundamentais que os irresponsáveis políticos ocidentais criaram à Rússia de forma continuada, com rudeza e sem cerimónias, de ano para ano. Refiro-me à expansão da NATO para Leste, que está a aproximar cada vez mais as suas infraestruturas militares da fronteira russa.

É um facto que, durante os últimos 30 anos, temos tentado pacientemente chegar a um acordo com os principais países NATO, relativamente aos princípios de uma segurança igual e indivisível, na Europa. Em resposta às nossas propostas, enfrentámos invariavelmente, ou engano cínico e mentiras, ou tentativas de pressão e de chantagem, enquanto a aliança do Atlântico Norte continuou a expandir-se, apesar dos nossos protestos e preocupações. A sua máquina militar está em movimento e, como disse, aproxima-se da nossa fronteira.

Porque é que isto está a acontecer? De onde veio esta forma insolente de falar que atinge o máximo do seu excepcionalismo, infalibilidade e permissividade? Qual é a explicação para esta atitude de desprezo e desdém pelos nossos interesses e exigências absolutamente legítimas?
