How will a great-power nuclear war erupt? How can its outbreak be prevented? These questions have bedeviled nuclear strategists and peace advocates since the dawn of the Atomic Age and are gaining fresh urgency as tensions among China, Russia, and the United States intensify.

Theorists generally assume that such a horrific cataclysm would occur when the major powers have amassed large nuclear arsenals, have primed these weapons for early use, and have reached a fever pitch of hostility. Under these conditions, it is feared, any outbreak of armed hostilities could lead swiftly to a clash of major conventional forces and, were one side or another to face overwhelming defeat, the early use of nuclear weapons.

Historically, it was believed that such incidents would arise along NATO-Soviet borders or in the North Atlantic, where the warships of the major powers often crossed paths. To avert a nuclear catastrophe, global leaders labored over the years to reduce tensions among the major powers through U.S.-Soviet summits, UN sessions, intense diplomacy, and so forth and to reduce the size and alert status of their nuclear arsenals. Unfortunately, less effort has been directed at identifying potential flashpoints and reducing the risk of uncontrolled escalatory spirals.

A verdade mais impressionante e assustadora sobre a era nuclear é a seguinte: as armas nucleares são capazes de destruir a civilização e a vida mais complexa do planeta, mas quase nada está a ser feito a este respeito. A Humanidade está a namoriscar com a extinção e está a sentir a “agonia das rãs”. É como se a espécie humana tivesse sido colocada num caldeirão de água morna - metaforicamente em relação aos perigos nucleares e literalmente no que diz respeito à mudança climática - e parecesse estar calma dentro da água, enquanto a temperatura sobe em direcção ao ponto de ebulição. Neste artigo, concentro a minha atenção no caldeirão metafórico de aquecimento da água, a caminho da fervura, representando os perigos nucleares crescentes que são confrontados por toda a Humanidade.

Por mais perturbador que seja, não há virtualmente nenhuma vontade política da parte das nações que possuem arsenais nucleares de alterar esta situação perigosa; e, apesar das obrigações legais de negociar de boa fé, o fim da corrida armamentista nuclear e o desarmamento nuclear, não há grande esforço entre os países detentores de armas nucleares e os países sob o guarda-chuva nuclear (países da NATO) para atingir o zero nuclear. Enquanto os países sem armas nucleares negociaram o Tratado sobre a Proibição de Armas Nucleares (TPNW) e estão a diligenciar estabelecer a entrada em vigor deste Tratado, os países que possuem armas e aqueles que se abrigam sob a sua protecção nuclear, não apoiaram o novo Tratado.

Os nove países com armas nucleares boicotaram, na totalidade, as negociações internacionais sobre a proibição e eliminação das armas nucleares. Além do mais, cada um desses países está a modernizar o seu arsenal nuclear, desperdiçando recursos valiosos em armas que nunca deverão ser usadas e fazem-no enquanto as necessidades básicas de biliões de pessoas em todo o mundo, não são tidas em consideração nem cumpridas. Apesar desta situação injusta e deplorável, a maioria dos 7 biliões de pessoas no planeta,tem uma atitude tolerante e acomodada, em relação às armas nucleares, o que só adiciona combustível ao fogo sob o caldeirão das rãs.

Na era nuclear, a Humanidade é desafiada como nunca jamais aconteceu. A nossa tecnologia e, especialmente, as nossas armas nucleares, podem destruir-nos, bem como todos que nos são queridos. Mas antes de podermos responder a estes perigos gigantescos, devemos primeiro despertar a consciência para os mesmos. A complacência está enraizada na apatia, na conformidade, na ignorância e na negação - uma receita para o desastre. Se quisermos prevalecer sobre as nossas tecnologias, devemos passar da apatia à empatia; da conformidade ao pensamento crítico; da ignorância à sabedoria; e da negação ao reconhecimento do perigo. Mas como vamos fazê-lo?

A solução é a educação – uma educação que promova a participação; uma educação que force os  indivíduos e as nações a enfrentar a verdade sobre os perigos da era nuclear. Precisamos de uma educação que leve à acção que permita à Humanidade sair do caldeirão metafórico com a água a aquecer, antes que seja tarde demais.

A educação pode apresentar-se de muitas formas, mas deve começar por uma análise sólida dos perigos actuais e pelas críticas à falta de progresso na contenção dos perigos da era nuclear.

Ø  Precisamos de uma educação que esteja enraizada no bem comum.

Ø  Precisamos de uma educação que forneça uma plataforma para as vozes dos sobreviventes de Hiroshima e Nagasaki.

Ø  Precisamos de uma educação que torne clara a instabilidade e a natureza perigosa da dissuasão nuclear.

Ø  Precisamos de uma educação que desafie a arrogância suprema dos dirigentes que acreditam que o ‘status quo’ nuclear global pode sobreviver indefinidamente, em face da maldade e da falibilidade humana.

Temos necessidade de uma educação que possa romper os laços da insanidade nuclear e levar o mundo à acção. Se quisermos saltar do caldeirão de água sempre a aquecer, evitar o desastre e alcançar o porto seguro do zero nuclear, temos de nos esforçar para que as pessoas falem e exijam muito mais dos seus dirigentes.

The most stunning and frightening truth about the nuclear age is this: Nuclear weapons are capable of destroying civilization and most complex life on the planet, yet next to nothing is being done about it. Humanity is flirting with extinction and is experiencing the “frog’s malaise.” It is as though the human species has been placed into a pot of tepid water — metaphorically with regard to nuclear dangers and literally with regard to climate change — and appears to be calmly treading water while the temperature rises toward the boiling point. In this piece, I focus on the metaphorical pot of heating water, heading toward a boil, representing the increasing nuclear dangers confronting all humanity. 

Disconcertingly, there is virtually no political will on the part of nations in possession of nuclear arsenals to alter this dangerous situation; and, despite legal obligations to negotiate in good faith for an end to the nuclear arms race and for nuclear disarmament, there is no major effort among the nuclear-armed and umbrella countries to achieve nuclear zero. While the non-nuclear-armed countries have negotiated a Treaty on the Prohibition of Nuclear Weapons (TPNW) and are working to bring this treaty into force, those countries that possess the weapons and those sheltering under their nuclear umbrella have not supported the new treaty. 

All nine nuclear-armed countries boycotted international negotiations on banning and eliminating nuclear weapons. In addition, each of these countries is in the process of modernizing its nuclear arsenal, thereby wasting valuable resources on weapons that must never be used, and doing so while basic human needs for billions of people globally go unmet and unattended. Despite this unjust and deplorable situation, most of the 7 billion people on the planet are complacent about nuclear weapons. This only adds fuel to the fire under the frogs.

In the nuclear age, humanity is challenged as never before. Our technology, and particularly our nuclear weapons, can destroy us and all that we hold dear. But before we can respond to the profound dangers, we must first awaken to these dangers. Complacency is rooted in apathy, conformity, ignorance and denial — a recipe for disaster. If we want to prevail over our technologies, we must move from apathy to empathy; from conformity to critical thinking; from ignorance to wisdom; and from denial to recognition of the danger. But how are we to do this? 

The key is education — education that promotes engagement; education that forces individuals and nations to face the truth about the dangers of the nuclear age. We need education that leads to action that will allow humanity to get out of the metaphorical pot of heating water before it is too late.

Education can take many forms, but it must begin with solid analysis of current dangers and critiques of the lack of progress in stemming the dangers of the nuclear age. We need education that is rooted in the common good. We need education that provides a platform for the voices of the survivors of Hiroshima and Nagasaki. We need education that makes clear the instability and dangerous nature of nuclear deterrence. We need education that challenges the extreme hubris of leaders who believe the global nuclear status quo can survive indefinitely in the face of human fallibility and malevolence. 

We need education that can break through the bonds of nuclear insanity and move the world to action. We need the public to speak out and demand far more of their leaders if we are to leap from the pot of heating water, avert disaster and reach the safe haven of nuclear zero.
