Die 30 NATO-Außenminister (Luigi Di Maio für Italien) (1)  kamen am 2. April per Videokonferenz zusammen und beauftragten US-General Tod Wolters, den Obersten Alliierten Befehlshaber in Europa, "die notwendige militärische Unterstützung zur Bekämpfung der Coronavirus-Krise zu koordinieren".

Es ist derselbe General, der am 25. Februar im Senat der Vereinigten Staaten erklärte, dass „die Nuklearstreitkräfte jede militärische Operation der USA in Europa unterstützen“ und „ich bin ein Fan einer flexiblen Politik des Ersteinsatzes“ von Kernwaffen, d.h. eines nuklearen Überraschungsangriffs(2) ("Dr. Strangelove kümmert sich um unsere Gesundheit", Il manifesto, 24. März). (3)

General Wolters ist der Oberbefehlshaber der NATO als Leiter des Europäischen Kommandos der Vereinigten Staaten. Er ist somit Teil der Befehlskette des Pentagons, die absolute Priorität hat. Seine strengen Regeln werden durch eine jüngste Episode bestätigt: Der Kommandant des Flugzeugträgers Roosevelt, Brett Crozier, wurde seines Kommandos enthoben, weil er angesichts der Ausbreitung des Coronavirus an Bord gegen die militärische Geheimhaltung verstieß, indem er Hilfsgüter forderte. (4)

Um die "Coronavirus-Krise zu bekämpfen", hat General Wolters "für militärische Flüge schnellste Wege durch den europäischen Luftraum geschaffen", während zivile Flüge fast verschwunden sind.

Die schnellsten Wege werden auch von den strategischen US-Bombern B2-Spirit für Nuklearangriffe genutzt: Am 20. März starteten sie vom englischen Fairford aus und flogen zusammen mit norwegischen F-16-Kampfflugzeugen in die Arktis in Richtung russisches Territorium. (5)  Auf diese Weise - so erklärt General Basham, stellvertretender Kommandeur der US-Luftwaffe in Europa - "können wir schnell und effektiv auf Bedrohungen in der Region reagieren und unsere Entschlossenheit demonstrieren, unsere Kampfkraft überall auf der Welt einzusetzen".(6)

Während sich die NATO dem "Kampf gegen das Coronavirus" in Europa verschrieben hat, schickten zwei der wichtigsten europäischen Bündnispartner, Frankreich und Großbritannien, ihre Kriegsschiffe in die Karibik.

Das amphibische Sturmschiff Dixmund segelte am 3. April von Toulon nach Französisch-Guayana zu einer, wie Präsident Macron es nennt, "beispiellosen militärischen Operation", die im Rahmen des "Kriegs gegen das Coronavirus" als "Resilienz" bezeichnet wird.  (7) 

Dixmund kann die sekundäre Funktion eines Lazarettschiffes mit 69 Betten und 7 für die Intensivpflege übernehmen. Die Hauptfunktion dieses großen Schiffes, 200 m lang und mit einem Flugdeck von 5000 m², ist die eines amphibischen Angriffs: Nähert es sich der feindlichen Küste, greift es mit Dutzenden von Hubschraubern und Landungsbooten an, die Truppen und gepanzerte Fahrzeuge transportieren.

Ähnliche Merkmale, wenn auch in kleinerem Maßstab, hat das britische Schiff RFA Argus, das am 2. April nach Britisch-Guyana fuhr. (8)

Die beiden europäischen Schiffe werden in denselben karibischen Gewässern in der Nähe von Venezuela in Stellung gehen, wo die Kriegsflotte ankommt - mit den modernsten Küstenkampfschiffen (ebenfalls von der italienischen Leonardo Company für die US-Marine gebaut) und Tausenden von Marinesoldaten - die von Präsident Trump offiziell entsandt wurden, um den Drogenhandel zu stoppen.  (9)

Er wirft dem venezolanischen Präsidenten Maduro vor, "die Coronavirus-Krise auszunutzen, um den Drogenhandel zu steigern, mit dem er seinen Drogenstaat finanziert". Ziel der Operation, die von der NATO unterstützt wird, ist die Verschärfung des Embargos, um Venezuela (ein Land mit den größten Ölreserven der Welt), dessen Situation durch das sich ausbreitende Coronavirus noch verschärft wird, wirtschaftlich zu strangulieren.  

Ziel ist die Absetzung des regulär gewählten Präsidenten Maduro (auf dessen Kopf die USA eine Belohnung in Höhe von 15 Millionen Dollar  (10) ausgesetzt haben) und die Einsetzung einer Regierung, die das Land in den Einfluss der US-Dominanz bringt. Es kann nicht ausgeschlossen werden, dass ein Zwischenfall als Vorwand für die Invasion Venezuelas herbeigeführt wird.

Die Coronavirus-Krise schafft günstige internationale Bedingungen für eine Operation dieser Art, die vielleicht als "humanitär" dargestellt wird.

De 30 ministers van Buitenlandse Zaken van de NAVO (Luigi Di Maio voor Italië) kwamen op 2 april bijeen door middel van een videoconferentie (1) en gaven de Amerikaanse generaal Tod Wolters, opperbevelhebber van de geallieerden in Europa, opdracht om "de noodzakelijke militaire steun voor de bestrijding van de coronaviruscrisis te coördineren".

Hij is dezelfde generaal die op 25 februari in de Amerikaanse Senaat verklaarde dat "de nucleaire strijdkrachten elke Amerikaanse militaire operatie in Europa steunen" en "ik ben een fan van een flexibel beleid voor eerste gebruik" van kernwapens, dat wil zeggen een nucleaire aanval bij verrassing(2) ("Dr. Strangelove zorgt voor onze gezondheid", Il manifesto, 24 maart).(3)

Generaal Wolters is de opperbevelhebber van de NAVO als hoofd van het Europees Commando van de Verenigde Staten. Hij maakt dus deel uit van de commandostructuur van het Pentagon, die absolute prioriteit heeft. Zijn strenge regels worden bevestigd door een recente episode: de commandant van het vliegdekschip Roosevelt, Brett Crozier, werd van het commando ontheven omdat hij het militaire geheim schond door aan te dringen op het sturen van hulp, geconfronteerd met de verspreiding van het coronavirus aan boord. (4)

Om "de coronaviruscrisis te bestrijden" heeft Generaal Wolters "fast-track paden door het Europese luchtruim voor militaire vluchten", terwijl civiele vluchten bijna verdwenen zijn. Fast-track paden worden ook gebruikt door de Amerikaanse strategische bommenwerpers B2-Spirit voor nucleaire aanvallen: op 20 maart zijn ze opgestegen vanuit Fairford in Engeland, samen met Noorse F-16 jagers vlogen ze naar het Noordpoolgebied richting Russisch grondgebied. (5) Op deze manier - Generaal Basham, plaatsvervangend commandant van de Amerikaanse luchtmacht in Europa - legt uit "wij kunnen snel en effectief  reageren op dreigingen in de regio, waarmee we laten zien dat we vastbesloten zijn om onze gevechtsmacht overal ter wereld te brengen"(6).

Terwijl de NAVO zich inzet voor de "bestrijding van het coronavirus" in Europa, hebben twee van de belangrijkste Europese geallieerden, Frankrijk en Groot-Brittannië, hun oorlogsschepen naar het Caribisch gebied gestuurd. Het amfibische aanvalsschip Dixmund is op 3 april van Toulon naar Frans Guyana gevaren voor wat president Macron "een ongekende militaire operatie" genaamd “Resilience”, in het kader van de "oorlog tegen het coronavirus".(7)Dixmund kan de nevenfunctie van het hospitaalschip met 69 bedden en 7 voor de intensieve verzorging vervullen. De primaire rol van dit grote schip, 200 m lang en met een vliegdek van 5000 m2, is die van een amfibische aanval: het nadert de vijandelijke kust, het valt aan met tientallen helikopters en landingsvaartuigen die troepen en gepantserde voertuigen vervoeren.gelijkaardige kenmerken, zij het op kleinere schaal, heeft het Britse schip RFA Argus, dat op 2 april naar Brits Guyana voer.(8)

De twee Europese schepen zullen hun positie innemen in dezelfde Caribische wateren bij Venezuela, waar de oorlogsvloot aankomt - met de modernste kustgevechtschepen (ook gebouwd door de Italiaanse Leonardo Company voor de Amerikaanse marine) en duizenden mariniers - die door president Trump officieel worden gestuurd om de drugshandel te stoppen. (9)

Hij beschuldigt de Venezolaanse president Maduro ervan "de coronaviruscrisis aan te grijpen om de drugshandel te vergroten, waarmee hij zijn narco-staat financiert". Het doel van de operatie, gesteund door de NAVO, is het versterken van het embargo om Venezuela (een land met de grootste oliereserves ter wereld) economisch te wurgen, waarvan de situatie wordt verergerd door het coronavirus dat zich begint te verspreiden.

Het doel is om de rechtmatig gekozen president Maduro af te zetten  (op wiens hoofd de VS een premie van 15 miljoen dollar heeft gezet)(10) en een regering op te richten die het land in de sfeer van de Amerikaanse overheersing zal brengen. Het kan niet worden uitgesloten dat een incident wordt veroorzaakt als voorwendsel voor de invasie van Venezuela.

De coronaviruscrisis schept gunstige internationale omstandigheden voor een dergelijke operatie, die wellicht als "humanitair" wordt voorgesteld.

Desde Roma, Manlio Dinucci revela ahora los ‎preparativos militares ya emprendidos por los gobiernos de Francia y del Reino Unido ‎con vista a esa operación, ahora pospuesta por el Pentágono. ‎

Los barcos RFA Argus –en la foto– y Dixmude no son hospitales flotantes sino buques ‎de guerra. El RFA Argus (A135) es un antiguo portacontenedores utilizado por la Royal Navy ‎británica en la guerra de las Malvinas –en 1982–, transformado después en buque de ‎entrenamiento aeronaval y equipado en 1991 con un hospital de campaña para su uso en la ‎primera guerra del Golfo, pero porta armamento de guerra y está equipado para recibir ‎helicópteros de combate WAH-64 Apache, lo cual lo excluye de la protección que la ‎Convención de Ginebra concede a los servicios de salud. Tampoco cuenta con esa protección el buque francés Dixmude (L9015), un portahelicópteros de la clase Mistral equipado para ‎acciones de asalto anfibio.‎

Los 30 ministros de Exteriores de los países miembros de la OTAN, reunidos el 2 de abril en una ‎videoconferencia, encargaron al general estadounidense Tod Wolters, Comandante Supremo de ‎las fuerzas de la OTAN, «coordinar el apoyo militar para combatir la crisis del coronavirus». ‎

Estamos hablando del mismo general que, el 25 de febrero, declaraba ante el Senado de ‎Estados Unidos que «las fuerzas nucleares apoyan toda operación militar estadounidense ‎en Europa» y que además se ha declarado partidario de «una política flexible de primera utilización» ‎del armamento nuclear. En otras palabras, este general estadounidense es un adepto del ataque nuclear sorpresivo ‎‎ [1]. ‎

The 30 NATO foreign ministers (Luigi Di Maio for Italy), met on April 2 by videoconference, (1) and instructed US general Tod Wolters, Supreme Allied Commander in Europe, to "coordinate the necessary military support to fight the  coronavirus crisis".

He is the same general who declared in the United States Senate on February 25 “nuclear forces are supporting every US military operation in Europe” and  “I am a fan of a flexible first-use policy” of nuclear weapons, that is nuclear attack by surprise (2) (“Dr. Strangelove  takes care of our health”, Il manifesto, March 24). (3)

General Wolters is the supreme commander of NATO as head of the United States European Command. He is therefore part of the Pentagon's chain of command, which has absolute priority. Its strict rules are confirmed by a recent episode: the aircraft carrier Roosevelt commander, Brett Crozier, was removed from command because he violated military secrecy by urging aid sending, faced with the spread of the coronavirus on board.  (4)

To "fight coronavirus crisis", General Wolters has “fast-track paths through Europe’s airspace for military flights”, while civilian flights have almost disappeared. Fast-track paths are also used by the US strategic bombers B2-Spirit for nuclear attack: on March 20, they took off from Fairford in England, together with Norwegian F-16 fighters, they flew to the Arctic towards Russian territory.(5) In this way - General Basham, deputy commander of the US Air Force in Europe - explains "we can promptly and effectively respond to threats in the region, demonstrating our determination to bring our fighting power everywhere in the world". (6) 

While NATO is committed to "fighting coronavirus" in Europe, two of the major European Allies, France and Great Britain, sent their warships to the Caribbean. The amphibious assault ship Dixmund sailed on April 3 from Toulon to French Guiana for what President Macron calls "an unprecedented military operation" called “Resilience”, in the framework of the "war to coronavirus". (7) Dixmund can perform the secondary function of hospital ship with 69 beds and 7 for intensive care. The primary role of this large ship, 200 m long and with a flight deck of 5000 m2, is that of amphibious assault: approaching the enemy coast, it attacks with dozens of helicopters and landing crafts transporting troops and armored vehicles. Similar characteristics, albeit on a smaller scale, has the British ship RFA Argus, which sailed on April 2 to British Guyana. (8)

The two European ships will take position in the same Caribbean waters near Venezuela, where the war fleet is arriving - with the most modern coastal combat ships (also built by Italian Leonardo Company for US Navy) and thousands of marines - sent by President Trump officially to stop drug trafficking.  (9)

He accuses Venezuelan President Maduro of "taking advantage of the coronavirus crisis to increase the drug trafficking, he finances his narco-state with". The purpose of the operation, supported by NATO, is to strengthen the embargo tightening to economically strangle Venezuela (a country with the largest oil reserves in the world), whose situation is aggravated by the coronavirus that has started to spread.

The aim is to depose regularly elected President Maduro (on whose head the US has placed a $ 15 million bounty) (10) and to establish a government that will bring the country into the sphere of US domination. It cannot be excluded that an incident could be caused as a pretext for the invasion of Venezuela.

The coronavirus crisis creates favorable international conditions for an operation of this type, perhaps presented as “humanitarian”.

The United States government has revealed its contempt for human compassion and global solidarity by refusing to lift draconian sanctions on Iran and Venezuela during the Covid-19 crisis, director Oliver Stone has argued.

Iran has suffered immensely from the virus, Stone noted in an op-ed published by the New York Daily News, but due to US sanctions the Islamic Republic is “reportedly the only country in the world that cannot buy medicines needed to fight the pandemic."

The outspoken Hollywood legend similarly condemned Washington’s decision to maintain – and in some cases, increase – its economic chokeholds on countries such as Cuba, Venezuela and Nicaragua as coronavirus strains healthcare systems across the globe.

In the case of Venezuela, US “coercion” led to the International Monetary Fund (IMF) denying the South American state’s request for a $5 billion loan to help fight the pandemic, Stone contended. The US has ratcheted up its pressure on Caracas amid the global health crisis, accusing the government of drug trafficking and calling for a “transition government” to replace President Nicolas Maduro.

The award-winning filmmaker and activist said that the health crisis has shown the inhumanity of Washington’s foreign policy.

The current pandemic is exposing not only our government’s utter failures to protect its own citizens, but also its profound lack of human decency in dealing with other nations

Stone called for “serious moral self-reflection” in the US, warning that countless lives were at risk unless there is an “immediate change in course.”

Iran has registered nearly 3,500 Covid-19 deaths, with 19,700 confirmed cases, according to a tally maintained by Johns Hopkins University. President Hassan Rouhani said last week that the crisis is “a great opportunity for Americans to apologize... and to lift the unjust and unfair sanctions on Iran.

Secretary of State Mike Pompeo said a raft of US sanctions do not stop humanitarian aid from reaching Tehran, even as the UN and rights groups say the penalties are crippling Iran’s healthcare system.

“I’ve heard people talking about sanctions. The world should know there are no sanctions that prevent humanitarian assistance, medical supplies, pharmaceuticals from going to Iran,” Pompeo told reporters at a White House briefing on Wednesday, adding that the US offered to send aid but Iran refused.

Tehran has repeatedly slammed the US pressure campaign – which makes effectively impossible the bank transactions necessary to purchase vital supplies from overseas – deeming it a “historical disgrace” and “economic terrorism” that only complicates efforts to contain the fast-moving epidemic.

Pompeo’s dismissal comes as the State Department protested Iran’s request for a $5 billion emergency loan from the International Monetary Fund (IMF) to fight the coronavirus, which has so far infected over 64,000 Iranians and killed almost 4,000.

After the head of Iran’s central bank, Abdolnaser Hemmati, wrote asking for the urgently needed funds due to the “widespread prevalence” of Covid-19 inside Iran, Foggy Bottom responded by insisting that Washington is “against allocating any loan to Iran” and that the country has sufficient resources to combat the virus on its own.

Some of Washington’s European allies have sidestepped US sanctions and sent medical supplies to Iran this week. Asked about this, US President Donald Trump said that the deliveries “don’t bother” him, but ruled out lifting or easing the sanctions.

The United Nations and other humanitarian bodies have repeatedly urged Washington to ease its sanctions amid the health crisis, with the UN Human Rights Commissioner Michelle Bachelet warning they were “impeding medical efforts” and could lead to the “collapse” of Iran’s healthcare system.

Last week, a group of 24 former senior diplomats – including four retired NATO chiefs – also urged the US to ease its sanctions on the Islamic Republic, arguing it could potentially save “hundreds of thousands of lives” there.

“US ‘maximum pressure’ through sanctions on Iran are compromising the performance of the Iranian healthcare system as Iran’s outbreak moves into its second month,” the European and American diplomats said in a statement on Sunday.

Pandemic or not, Washington has refused to relax its policy on either Iran or Venezuela where the coronavirus has also taken hold in recent weeks. The US Treasury department slapped additional sanctions on a number of Iranian firms in late March – accusing them of aiding terrorism – while the Department of Justice recently indicted Venezuelan President Nicolas Maduro on “narco-terrorism” charges as the US Navy embarked on an anti-narcotics mission off the country’s coast.

É o mesmo general que, no Senado dos Estados Unidos, em 25 de Fevereiro passado, declarou que “as forças nucleares apoiam todas as operações militares USA, na Europa” e que ele é “um defensor de uma política flexível do primeiro uso” de armas nucleares, ou seja do, ataque nuclear de surpresa. (2) (“ O Doutor Strangelove cuida da nossa saúde", il manifesto, 24 de Março). (3)

O General Wolters é o Comandante Supremo da NATO, na qualidade de Chefe do Comando Europeu dos Estados Unidos, portanto, faz parte da cadeia de comando do Pentágono, que tem prioridade absoluta. Quais são as suas regras rígidas, confirma-o um episódio recente: o Capitão do porta-aviões Roosevelt, Brett Crozier, foi afastado do comando porque, perante a propagação do coronavírus a bordo, violou o segredo militar ao solicitar o envio de ajuda. (4)

Para “combater a crise do coronavírus”, o General Wolters tem “corredores preferenciais para vôos militares através do espaço aéreo europeu”, onde os vôos civis quase desapareceram. Os corredores preferenciais também são usados pelos bombardeiros americanos do ataque nuclear B2-Spirit: em 20 de Março, decolaram de Fairford, em Inglaterra, juntamente com caças noruegueses F-16, rumo ao Árctico, em direcção ao território russo (5). Deste modo - explica o General Basham, da Força Aérea dos EUA na Europa – “podemos responder, rápida e eficazmente, às ameaças na região, demonstrando a nossa determinação em levar o nosso poder de combate para qualquer lugar do mundo”. (6) 

Enquanto a NATO está comprometida em “combater o coronavírus” na Europa, dois dos principais aliados europeus, a França e a Grã-Bretanha, enviam os seus navios de guerra para as Caraíbas. O navio de ataque anfíbio Dixmund partiu de Toulon para a Guiana Francesa, em 3 de Abril, para o que o Presidente Macron define como “uma operação militar sem precedentes”, denominada «Resiliência» no contexto da «guerra ao coronavírus». (7) O Dixmund pode desempenhar a função secundária de navio hospitalar com 69 camas, 7 das quais para terapia intensiva. O papel principal deste navio enorme, de 200 m de comprimento e com uma ponte de voo de 5000 m2, é o de ataque anfíbio: ao aproximar-se da costa inimiga, ataca com dezenas de helicópteros e meios de desembarque que transportam tropas e veículos blindados. Características semelhantes, embora em menor escala, tem o navio britânico RFA Argus, que zarpou, em 2 de Abril, para a Guiana Britânica (8)  

Os dois navios europeus posicionar-se-ão, nas mesmas águas das Caraíbas, perto da Venezuela, onde está a chegar a frota de guerra - com os mais modernos navios de combate costeiro (construídos, também, pela Leonardo italiana, para a Marinha dos EUA) e milhares de fuzileiros navais - enviados oficialmente pelo Presidente Trump para impedir o tráfico de drogas. Ele acusa o Presidente da Venezuela, Nicolas Maduro, “de se aproveitar da crise do coronavírus para aumentar o narcotráfico com o qual ele financia o seu narco-Estado". (9)

  

O objectivo da operação, apoiada pela NATO, é fortalecer o aperto do embargo para estrangular economicamente a Venezuela (um país com as maiores reservas de petróleo do mundo), cuja situação é agravada pelo coronavírus que começou a espalhar-se. O objectivo é depor o Presidente Maduro, eleito regularmente (sobre cuja cabeça os USA colocaram uma recompensa de 15 milhões de dólares) (10) e instaurar um governo que conduza o país para a esfera de domínio USA. Não se pode excluir que possa ser provocado um incidente que sirva de pretexto para a invasão da Venezuela.

A crise do coronavírus cria condições internacionais favoráveis a uma operação deste tipo, talvez apresentada como “humanitária”.
