President of the Republic of Kazakhstan Kassym-Jomart Tokayev also took part in the session. President of the People’s Republic of China Xi Jinping and President of the Arab Republic of Egypt Abdel Fattah el-Sisi addressed the session via videoconference.

The theme this year is New Opportunities in a New World.

Plenary session moderator Margarita Simonyan: Good afternoon, or almost evening.

As you may know, we had a minor technical issue. Thankfully, it has been dealt with quickly. We are grateful to those who resolved this.

We are also grateful to the audience.

We are grateful to our leader, President Vladimir Putin, for traditionally fitting this forum into his schedule so that he can tell us about economic prospects and other plans.

We are grateful to President Kassym-Jomart Tokayev for attending our forum. We know that it is not an easy thing to do. Thank you for supporting our forum and our country. We really appreciate this.

We will have a lot of questions today. You may not like some of them, and I may not be happy to ask some of them. We would be much happier to speak only about good things, but this is impossible today.

Mr President, I would like to ask you to take the stand and to tell us what lies in store for us all. Thank you.

I welcome all participants and guests of the 25th St Petersburg International Economic Forum.

It is taking place at a difficult time for the international community when the economy, markets and the very principles of the global economic system have taken a blow. Many trade, industrial and logistics chains, which were dislocated by the pandemic, have been subjected to new tests. Moreover, such fundamental business notions as business reputation, the inviolability of property and trust in global currencies have been seriously damaged. Regrettably, they have been undermined by our Western partners, who have done this deliberately, for the sake of their ambitions and in order to preserve obsolete geopolitical illusions.

Today, our – when I say “our,” I mean the Russian leadership – our own view of the global economic situation. I would like to speak in greater depth about the actions Russia is taking in these conditions and how it plans to develop in these dynamically changing circumstances.

The Davos Group of nations recently held its annual meeting electronically, the coronavirus preventing attendance in person for the first time. The United States was represented by John Kerry, one of many Democrats recycled from the Obama years. Russia was represented by its president, Vladimir Putin, and China, for the first time since 2017, by its president Xi Jinping. The western media largely ignored the contribution of the latter two but what they had to say was significant and worthy of closer examination.

Putin had received a copy of a book in 2019 from one of the main conference organisers, a personal friend Klaus Schwab. The book was entitled The Fourth Industrial Revolution and was written by Schwab. Putin used the contents of the book as one of the main themes of his address.

The theme of the book had obviously been overtaken by the events of 2020’s coronavirus, but it still provided several important talking points that Putin used to structure his speech. He noted that the Covid 19 illness had accelerated numerous pre-existing structural problems in the world economy, particularly what he referred to as the cumulative effects of sub-economic problems that he identified as being the fundamental reason for unstable growth.

That unstable growth has led to a growing exacerbation of many international problems. Referring to the growing inequality in the world’s economy, he laid the blame squarely at the door of the richest 1% who dominated income and profits. This led in turn to a growing exacerbation of many international problems.

Este ano marca o 75º aniversário da vitória na Guerra Mundial Antifascista e da fundação da Organização das Nações Unidas.

 

Ontem, participamos de reunião de alto nível para comemorar o 75º aniversário da ONU. Foi reunião significativa, pois reafirmou nosso compromisso permanente com os propósitos e princípios da Carta da ONU com base na revisão da experiência histórica e das lições da Guerra Mundial Antifascista.

 

Senhor Presidente,

 

A humanidade está em combate contra o COVID-19, vírus que devastou o mundo e continua ressurgindo. Nessa luta, testemunhamos os esforços dos governos, a dedicação dos profissionais da área médica, a exploração dos cientistas e a perseverança do povo. Pessoas de diferentes países se reuniram. Com coragem, empenho e compaixão que iluminaram a escuridão dessas horas, enfrentamos o desastre cara a cara. O vírus será derrotado. A humanidade vencerá esta batalha!

– Diante do vírus, devemos considerar em primeiro lugar as pessoas e a vida. Devemos mobilizar todos os recursos para dar uma resposta científica e focada. Nenhum caso deve ser esquecido, nenhum paciente deve ser deixado sem tratamento. A propagação do vírus tem de ser contida.

Mr. President, 
Colleagues, 

This year marks the 75th anniversary of the victory in the World Anti-Fascist War and the founding of the United Nations (UN). Yesterday, the high-level meeting to commemorate the 75th anniversary of the UN was held. The meeting was a significant one, as it reaffirmed our abiding commitment to the purposes and principles of the UN Charter on the basis of reviewing the historical experience and lessons of the World Anti-Fascist War. 

Mr. President, 

We humans are battling COVID-19, a virus that has ravaged the world and has kept resurging. In this fight, we have witnessed the efforts of governments, dedication of medical workers, exploration of scientists, and perseverance of the public. People of different countries have come together. With courage, resolve and compassion which lit the dark hour, we have confronted the disaster head on. The virus will be defeated. Humanity will win this battle! 

Facing the virus, we should put people and life first. We should mobilize all resources to make a science-based and targeted response. No case should be missed and no patient should be left untreated. The spread of the virus must be contained. 

Facing the virus, we should enhance solidarity and get this through together. We should follow the guidance of science, give full play to the leading role of the World Health Organization, and launch a joint international response to beat this pandemic. Any attempt of politicizing the issue or stigmatization must be rejected.

Chinese President Xi Jinping arrived in Wuhan – epicentre of the coronavirus outbreak – on Tuesday morning, as the number of new infections in mainland China continued its downward trend on Monday, with just 19 cases of Covid-19, the disease caused by the virus.
Italy is in lockdown, after a climb in the number of infections there to 9,172, overtaking South Korea as the worst affected country outside China. South Korea reported 7,513 infections as of midnight on Tuesday, while Iran has confirmed more than 7,000 cases.
“Now that the virus has a foothold in so many countries, the threat of a pandemic has become very real,” WHO director general Tedros Adhanom Ghebreyesus said on Monday.
Stock markets in Hong Kong and Shanghai bounced back in early trading on Tuesday, after stocks fell more than 7 per cent in the US, the Dow’s single-day biggest point drop ever.

Acting US Secretary of Defense Patrick Shanahan told civilian leaders of the US military on Wednesday to remember "China, China, China." Many US media used his words as headlines. As the Pentagon cited China as "a strategic competitor" a year ago, Shanahan's remarks show again that Beijing is Washington's priority to guard against.


A major country's security affairs are usually sorted by importance and urgency, and China may have become the US' most important goal. But Washington seems to neglect urgency. It focuses only on China, losing interest in Afghanistan and Syria. The trade war reflected the hard-line US attitude toward China in 2018. Whether Washington will add military pressure on Beijing in 2019 still remains to be seen.

By saying "remember China," Shanahan may mean to prevent China narrowing the China-US military gap.

The US may conduct more military provocations against China in the Taiwan Straits and the South China Sea. In 2018, Washington conducted "free navigations" in the South China Sea and sent warships to the Taiwan Straits.

China needs to hold onto its principles while staying calm. China must understand that Washington is strategically on guard against Beijing. It is trying to stop China's "expansion" through tactical harassments and warnings. What China and the US need to do now is sound each other out, explore one another's tolerance and form a new balance in the current phase. 

China has no capability to infringe on the US, but the country has sufficient power to make Washington pay an unbearable price if the US infringes on China, so as to form a powerful deterrent against the White House. When Shanahan shouts "China, China, China," Beijing must respond by accelerating construction of a deterrent against the US. China must make good use of deterrence, learning to make others feel fearful without being furious. 

The year 2019 marks the 70th anniversary of the founding of the People's Republic of China. We look forward to seeing the public debut of Chinese deterrence's trump card, the Dongfeng-41 intercontinental ballistic missile. 

China should carry out more maritime combat exercises with live ammunition, especially training to strike aircraft carriers. There is no need to worry that doing so would make Washington unhappy. Making them concerned is the whole point of the exercise. 

To promote peaceful reunification, the People's Liberation Army should also carry out more preparations to respond to a military crisis across the Taiwan Straits, formulate various plans such as a military blockade around the island, destroying military facilities there and preventing external military interventions, which can be disclosed to the outside world appropriately when necessary. 

In the face of strategic US pressure, peaceful development does not mean grin and bear it. Confronting malicious provocation, China must resolutely clarify our attitude, not being afraid to pay some prices, in order to set up rules that all external forces must respect China's core interests.

Chinese President Xi Jinping on Friday demands the People's Liberation Army (PLA) to strengthen its crisis awareness and enhance battle-related activity as the country faces increasing challenges.

"The world is facing a period of major changes never seen in a century, and China is still in an important period of strategic opportunity for development," Xi said at a meeting of Central Military Commission (CMC) on Friday, warning that various risks and challenges were on the rise.

Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the CMC, said the entire armed forces should have a correct understanding of China's security and development trends, enhance their awareness of danger, crisis and war, and make solid efforts on combat preparations in order to accomplish the tasks assigned by the Party and the people, the Xinhua News Agency reported.

Xi also signed a mobilization order for the training of the armed forces, the CMC's first order in 2019.
