Arms Race in Outer Space, Preserving Arms Control Treaties: UN General Assembly Adopts Five Resolutions Sponsored by Russia

The United Nations General Assembly voted in favour of five draft resolutions addressing arms control, disarmament and international security earlier submitted by Russia at the UN’s First Committee, Eurasia Diary reports citing Sputnik.

Three of the documents adopted late Thursday tackle the issue of avoiding a conflict in the space are dubbed “Transparency and Confidence-building Measures in Outer Space Activities”, “Further Practical Measures for the Prevention of an Arms race in Outer Space” and “No First Placement of Weapons in Outer Space. The other two drafts address preserving existing armed control treaties and strengthening information security.

The first resolution encourages countries “to continue to review and implement to the greatest extent practicable, the proposed transparency and confidence-building measures contained in the report, through the relevant national mechanisms, on a voluntary basis and in a manner consistent with the national interests”.

In these latter days the issue of the risk of nuclear escalation in a non-nuclear conflict and war by mistake is acutely on the agenda.

Obviously, strategic stability is in deep crisis. According to the report (http://svop.ru/wp-content/uploads/2019/09/REPORT_Eng_1.pdf), which is based on the results of a situational analysis directed by Sergei A. Karaganov and held at the Russian Foreign Ministry, “it would be a mistake to think that the new military-strategic landscape is stable.

From author’s point of view, the main threat comes from a risk of military conflict between nuclear powers, including an unintended nuclear or non-nuclear conflict, which can subsequently escalate into a global nuclear war, with the probability of such escalation now being higher than before.

According to the report, it is clear that Russia is convinced that the U.S. has been consistently destroying its traditional architecture – the system of nuclear arms control agreements, again considering options to use nuclear weapons in a conventional conflict for winning the war, and refusing to begin serious negotiations to strengthen strategic stability.

The author is sure that this creates a vacuum in the field of nuclear weapons and lowers the threshold for their use at a time when the risk of an armed clash between nuclear powers in the current political and technological situation remains quite high.

As for Europe is concerned, the report states that more serious risks of inadvertent military clash come from the U.S.’s continues efforts to build up its military infrastructure, including missile defences and drones, in Eastern Europe, its plans to increase its low-yield nuclear weapons arsenal and put those weapons on strategic delivery systems in order to neutralize the Russian military threat.

Numerous the U.S. proposals to strengthen its military presence and deployment of weapons in the territories of Poland and the Baltic States clearly indicate that the U.S. allows the possibility of a regional military conflict with Russia in Europe and is taking measures to prevent Russia from winning it by using of tactical nuclear weapons or conventionally-armed medium-range missiles.

The author consider that this is a rather dangerous tendency: for Russia, the use of tactical nuclear weapons or conventionally-armed medium-range missiles against it would mean a strategic strike and would inevitably trigger a nuclear second strike against the U.S. or those countries which deployed its nuclear weapons.

Thus, countries which are ready to deploy any kind of weapons suggested by the U.S. will turn themselves to real targets for Russia.

Nuclear war in Europe is no more a ghostly threat, but a very real one.

"O homem voador deslumbra Paris no desfile de 14 de Julho": com títulos como este, foi descrito o desfile das forças armadas francesas ao longo da avenida dos Campos Elísios. Como de costume, parece estarmos informados de tudo até aos mínimos detalhes. Mas a "grande informação" esconde-nos o que, pelo contrário, seria essencial sabermos.

Por exemplo, que, dois dias antes da parada o Presidente Emmanuel Macron esteve presente no porto de Cherbourg, lançando um submarino de ataque nuclear, o Suffren, o primeiro da nova série Barracuda, construído com um programa de dez anos cujo custo é de 9 biliões de euros. O submarino, armado com mísseis de cruzeiro de longo alcance de dupla capacidade, convencional e nuclear  e dotado de um mini-submarino para operações das forças especiais, foi descrito pelo Almirante Christophe Prazuck como "um caçador nascido para combater inimigos".

Entre os 700 convidados internacionais na cerimónia do lançamento estava a Ministra da Defesa da Austrália, Linda Reynolds que, em Fevereiro assinou um contrato para comprar 12 submarinos de ataque franceses. Na Austrália, neste período, está a discutir-se a possibilidade do país abandonar o Tratado de Não-Proliferação e ter o seu próprio arsenal nuclear.

A Austrália, parceira da NATO, é contra o Tratado ONU sobre a Proibição de Armas Nucleares, aprovado em Julho de 2017 pela Assembleia Geral da ONU com 122 votos a favor. Até agora foi assinado por 70 países, mas ratificado por apenas 23 (incluindo Áustria, Cuba, México, Nova Zelândia, África do Sul, Venezuela), menos de metade dos 50 países necessários para a sua entrada em vigor.

A Suécia, que o aprovou em 2017, anunciou que nem sequer o assinará: uma decisão por trás da qual está a influência da NATO, inimiga acérrima do Tratado ONU sobre a Proibição de Armas Nucleares. 

Enquanto o desarmamento nuclear permanece no papel, aumenta a possibilidade de proliferação e a corrida armamentista desenvolve-se, cada vez mais, no plano qualitativo. Confirma-o o anúncio feito na véspera do desfile de 14 de Julho, pelo próprio Presidente Macron: a França criará em Setembro, um novo Comando Nacional da Força Militar Espacial, com uma primeira atribuição de 3,6 biliões de euros. "A nova doutrina militar e espacial, proposta pelo Ministro da Defesa e aprovada por mim, constitui uma verdadeira questão de segurança nacional", declarou o Presidente Macron.

Intensifica-se, assim, a militarização do Espaço, área de importância estratégica crescente, dado que os principais sistemas de armas, a começar pelas armas nucleares, dependem dos sistemas espaciais. Com o seu novo comando espacial, a França permanece no rumo dos Estados Unidos.

O Presidente Trump assinou em Fevereiro uma directiva que estabelece a US Space  Force (Força Espacial dos EUA), força específica para operações militares no Espaço, dirigida, principalmente, contra a Rússia e contra a China. A Comissão Senatorial para as Forças Armadas, atribuindo à Força Aérea o comando da nova Força, definiu o Espaço como uma "área para conduzir a guerra".

As negociações promovidas pelas Nações Unidas em Março a fim de evitar uma corrida armamentista espacial, falharam devido à oposição dos Estados Unidos. Eles recusam abrir uma mesa de negociações para discutir o projecto do Tratado, apresentado pela Rússia e pela China, que proíbe a colocação de armas no Espaço e estabelece um conjunto de limites legais para seu uso para fins militares.

Enquanto a atenção mediática está concentrada no "homem voador" que gira sobre os Champs Elysées, ignora-se o facto de que em pouco tempo haverá armas nucleares a voar, em órbita ao redor da Terra, sobre as nossas cabeças.
