In October 2018, the U.S. National Nuclear Security Administration (NNSA) announced its decision to reestablish a domestic uranium-enrichment capability in the United States.1 As described in its fiscal year 2019 Stockpile Stewardship Management Plan, the NNSA said there is a pending shortage of U.S.-origin low-enriched uranium (LEU) needed to fuel the nuclear reactors that produce the tritium gas used in U.S. nuclear weapons. The NNSA initially estimated a need for new supplies of LEU by 2027, but after an internal review identified additional materials, this date was deferred until at least 2038.2

The U.S. Department of Energy, in which the NNSA operates, also sees a need to produce high-assay low-enriched uranium (HALEU)3 for the new, small, modular power reactors it argues are central to reviving the U.S. nuclear energy sector. In the longer term, the NNSA argues that an enrichment facility will be needed by 2060 to produce the highly enriched uranium (HEU) used to fuel the reactors that power the Navy’s submarines and aircraft carriers.4

There are a number of reasons to question the NNSA’s urgency to build an enrichment facility. The United States still has a large surplus of Cold War-era HEU that could be blended down to LEU and could significantly delay the need to enrich LEU for tritium production. Additionally, it might be possible to purchase LEU from the European enrichment services company, Urenco, which operates the only uranium-enrichment plant in the United States. An agreement could be made, as France and Urenco have done, to allow the United States to use Urenco-enriched uranium for military but non-explosive purposes. Urenco also has announced that it plans to produce HALEU, which it could do at a much lower price than the Energy Department’s proposed small, expensive facility that could cost $10 billion or more.
The NNSA’s plans also ignore arguments for fueling future naval propulsion reactors with LEU, which would negate the need for HEU production. Making more HEU for naval reactors sets an undesirable precedent for non-nuclear-armed states such as Brazil, Iran, and South Korea, which are developing nuclear submarines or considering doing so. Unlike LEU, HEU can be used to make nuclear weapons directly, even by terrorist groups.
Credible alternatives exist. The United States should seriously consider those alternatives before investing in a new uranium-enrichment capability.

Pentagon har annonceret, at de 18. august udførte en prøveafskydning af et jordbaseret krydsermissil i Stillehavet. Afskudt fra en mobil rampe på øen San Nicolas i Californien ramte det dets mål på en afstand af 500 kilometer. Dataene indsamlet af prøveafskydningen - erklærer Pentagon - vil tjene til "udviklingen af mellemdistance missilers fremtidige kapacitet". NATO missilbasen i Deveselu i Rumænien, som er en del af det amerikanske Aegis "forsvarsmissil"-system, har afsluttet "opdateringen" af systemet, som begyndte i april. NATO's kommuniké forsikrer, at den har tilføjet "ikke-offensiv kapacitet til systemet", som forbliver "udelukkende defensivt, koncentreret om potentielle trusler fra steder, som er uden for den euro-atlantiske region".

Deveselu basen er (ifølge den officielle beskrivelse) udstyret med 24 missiler, som er installeret i vertikale underjordiske affyringsramper, til imødegåelse af kort- og mellemdistance ballistiske missiler. En anden base, som bliver operationel i 2020 ved den polske base i Redzikowo, vil også blive udstyret med dette system.

Andre landbaserede og søbaserede installationer af Aegis systemet vil blive opstillet ikke kun i Europa mod Rusland, men også i Asien og Stillehavet mod Kina. Ifølge planerne vil Japan installere to missilbaser på dets eget territorium leveret af USA, og Sydkorea og Australien vil også købe krigsskibe af det samme system fra USA.

fter reading Daniel Ellsberg’s history of his impact on the global nuclear war posture of the U.S., The Doomsday Machine, I would think that the the Doomsday Clock as maintained by the members of the Bulletin of the Atomic Scientists are being conservative with their two minute graphic. The situation as described by Ellsberg is real – and there is no doubt that it is as he had a hand in creating it – then again by his writing we are assuredly much closer to humanities midnight than two minutes.

I have lived my whole life under the threat of nuclear annihilation[1] as have most of the world’s current population. At times it seriously frightened me, especially when raising my own family; at other times, even most recently, I had managed to stand apart from those actual fears. For whatever reason, The Doomsday Machine brought back all those primitive yet morally and physically healthy fears. Ellsberg’s writing is clear and forceful, not academic, but written in an anecdotal manner that increases the intensity of the feeling that the institutions but mostly the individual personalities that control all this are deeply flawed. He does not portray them as flawed, but anyone who can conceive of actions that would destroy the world, and then proceed with acting on that course of actions, should be considered as murderously evil.
The book is divided essentially into three parts, although it is listed as two parts. The first part covers his work with the RAND corporation in devising scenarios around nuclear wars. Within that is an admission on his part that some of his recommendations, rather than alleviating what he thought was suicidal (omnicidal), actually worsened the situation. The second part, describes the relatively unknown details of what conspired behind the public face of the Cuban missile crisis, and that indeed, we were one man’s restraining decision away from nuclear winter.
I mention the latter aspect as it was thought by the nuclear war planners that even though their weapons could destroy hundreds of millions if not billions of lives, there would be something left over to have ‘won’. It was not until later years that the understanding of nuclear winter came into the picture such that, not only is there massive nuclear overkill, massive global radiation kill, there would also be a prolonged decade or so of much colder weather due to atmospheric smoke and dust from the explosions.
The third part of the book, “Part II: The Road to Doomsday”, interweaves this idea with the plans of all nuclear states to have a ‘deadman’s switch’ i.e. a system whereby if the leading controllers were “decapitated” in a first strike, the ability to strike back was delegated down a long line of authority until it reached the level of individual pilots/launchers already primed to go. While there are nine nuclear powers today only the two big ones, Russia and the U.S. are considered to have the firepower to create a full nuclear winter, although it is indicated that a war between India and Pakistan, in limited, could result in at least a stretch of much cooler global temperatures. What was not mentioned was the probability that if one of the lesser powers started using nuclear weapons, chances of limiting are probably near zero as communications are destroyed and threat obligations rise.
The Madman theory
A
nother creepy idea, one that borders on true madness, is Nixon’s madman theory. It says that for threats to be effective, the idea that the leader is a bit mad would bolster those threats. As described by Ellsberg, it apparently has had its effect in several situations where the U.S. has considered using nuclear weapons. Considering the perhaps not mad but definitely egotistical, narcissistic, highly ignorant current leadership of Trump (do all those add up to madness?) the Nixon madness theory becomes even more significant.

Trump has surrounded himself with military advisors and warhawks. That is not terribly unusual in U.S. politics, but the current brand really do seem to like killing and torturing some contrived other. This attitude is now bearing down within the Russophobia running rampant through western corporate media/propaganda.
At the same time, Russia has strengthened its defensive position and if his recent speech is based on actual developments, Russia has negated any superiority that the U.S. may have considered it had. Other hotspots, created in the main by U.S. belligerence, include Ukraine, North Korea, and the U.S/Israeli stance against a signatory, non-nuclear Iran.
So now we have two Doomsday Machines facing off against each other, with the U.S. side still expressing its ability and apparent desire to resort to first strike nuclear weapons if somehow they can contrive a situation in which that would work – all the time while they should be aware that once started chances of it being stopped would be near zero. There appear to be a good number of people who would willingly destroy the whole world rather than concede that nuclear war is not an option and retire from the situation (as Kruschev did in the Cuban missile crisis).
One can only hope that the Madman theory never goes beyond theory.
Humanity’s end
As he ends the section on the Doomsday machine Ellsberg postulates several steps that need to be taken in order to defuse the confrontation. They are essentially common sense and plain simple ideas although they will be ignored by those in power who continually tell the public that these things are complex and not easy.  While ten seconds to midnight may be wrong – it is after all only a metaphor for how close we are to planetary destruction – Ellsberg’s personal history in The Doomsday Machinedisturbs that part of me, the emotional, moral aspects, that say we are ever so close to being doomed by the stupidity, the ignorance, indeed the madness of our political/military/corporate leaders.
FINAL THOUGHTS

I have lived my whole life under the notifications of the Bulletin of the Atomic Scientists and their Doomsday Clock. It is currently set a two minutes to midnight after many years of variance, some as far away as seventeen minutes. After reading Daniel Ellsberg’s The Doomsday Machine, it would probably be more appropriate to move it forward to ten seconds before midnight. A combination of two main factors – global climate change and nuclear weapons launch on warning risks – puts not only humanity but virtually all species under threat of extinction.

The US and the Taliban, we are led to believe, are close to agreeing a deal that would see the withdrawal of all US and NATO forces from Afghanistan. The question is though, will it?
First some context, beginning with the fact that the tortured history of this landlocked country, whose geographic location as a land bridge between Central Asia and the Middle East, and in modern times also as a potentially vital energy bridge, entitles the Afghan people to believe that they are uniquely cursed. 
The inordinate price they have been forced to pay since the US-backed Mujahadeen overran the country in the early nineties, all the way up to now at the end of 18 years of US/NATO attacks, occupation, and the propping up of a series of corrupt governments in Kabul, should be inscribed on the gravestone of what has passed for foreign policy in the West since the Soviet Union departed the scene.  
As it did in Yugoslavia, as it did in Iraq, and as it did in Libya, Western intervention in Afghanistan only succeeded in making a bad situation many times worse. It has exacerbated religious, tribal and communal tensions instead of alleviating them.
Though, given the above, any peace deal that will hasten the departure of US and NATO forces from Afghanistan is to be welcomed, the devil as ever is in the detail.
And the devil in this particular instance is the CIA.

The Pentagon has announced that on 18 August, it carried out a test of a ground-based cruise missile in the Pacific. Launched from a mobile platform on the island of San Nicolas in California, it hit its target at a distance of 500 kilometres. The data gathered from the test – declares the Pentagon – will serve for the “development of the future capacities of intermediate-range missiles”. Having withdrawn from the 1987 INF Treaty  - which had outlawed all US and Soviet ground-based intermediate-range nuclear missiles (between 500 and 5,500 kilometres), including the cruise missiles based in Comiso (Sicily) – the USA have now opened the door for a new and dangerous nuclear arms race.

The launching of the first missile from the category previously forbidden by the INF Treaty took place only 16 days after the definitive withdrawal of the United States from the Treaty, which was announced by Secretary of State Mike Pompeo on 2 August. This confirms that while the Treaty was still in effect, the United States carried out a test of the first missile from the category forbidden by the Treaty.

In 2014, the Obama administration accused Russia, without the slightest proof, of having tested a cruise missile (mark 9M729) of the category forbidden by the Treaty, and, in 2015, it announced that “faced with the violation of the INF Treaty by Russia, the United States are considering the deployment in Europe of ground-based missiles”. The plan was confirmed by the Trump administration : in 2018, Congress authorised the financing of a “research and development programme for a cruise missile  launched from a mobile ground-based platform”.

The images of the test released by the Pentagon show that the missile is fired from a vertical launcher, of the type used by the US Aegis “missile defence system”, already installed in the NATO missile sites at Deveselu in Romania (and also next year in Poland) and on four ships of the US  Navy which are deployed in the Spanish base of Rota, and cruise in the Mediterranean, the Black Sea and the Baltic Sea. It is the weapons manufacturer who invented the Aegis system, Lockheed Martin, which declares that the system “is designed to install any type of missile in any type of launcher”, and is therefore adapted for any sort of war mission”,  including “attacks on terrestrial objectives”.

Since it is unable to determine which missiles are installed in the vertical ramps close to its own territory, Russia takes it as read that nuclear missiles will also be present, and therefore acts in consequence.

Once the new nuclear missiles (and also cruise and ballistic missiles) of the category forbidden by the INF Treaty have been installed, the USA will ask its European allies to “house” them, and therefore find themselves in the front line of a nuclear confrontation with Russia.
